About this opportunity
The Department of Veterans Affairs, Office of Construction and Facilities Management, is requesting proposals under a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for construction of a new boiler plant and demolition of the existing plant at the Marion VAMC in Marion, Illinois, under Design-Bid-Build delivery; proposals are due November 6, 2026 at 1:00 p.m. Eastern, with a site visit on October 20, 2026 at 10:00 a.m. local time. This is a SDVOSB-only acquisition under NAICS 236220 with a $45 million size standard; only service-disabled veteran-owned small businesses qualify.
The scope includes demolition and removal of the existing boiler plant, site preparation covering approximately 0.7 acres, and construction of a new approximately 10,310-square-foot building over three floors with structural steel and reinforced masonry. The new plant will house three 250 HP gas-fired firetube boilers with fuel oil backup systems, HVAC infrastructure, electrical systems including a diesel generator, plumbing, and fire protection systems. The contractor must perform work equivalent to at least 20 percent of the total contract value with its own organization per FAR 52.236-1. Work is performed during normal business hours (7:00 a.m. to 4:30 p.m., Monday–Friday) at the Marion VAMC unless approved by Marion VAMC Engineering Service.
The estimated construction magnitude is between $20 million and $50 million. The contract is fixed-price with a maximum duration of 24 months (730 calendar days) from Notice to Proceed. A bid bond of 20 percent of the bid price or $3 million, whichever is less, is required.
Key personnel requirements include a Project Superintendent (minimum ten years' on-site construction experience), Project Manager (minimum five years' experience), Contractor Quality Control System Manager (bachelor's degree in engineering, architecture, or construction management, or PE license, plus four years' experience), and Site Safety and Health Officer (minimum ten years' safety-related work, five years' construction project experience, plus OSHA 30-hour certification). Evaluation emphasizes three equally weighted technical factors—Organizational/Technical Approach & Schedule, Past Performance, and Key Personnel (each limited to 30 pages)—with technical factors combined being approximately equal in importance to price. Requests for Information are due October 30, 2026 at 1:00 p.m. Eastern.
