About this opportunity

The City of Fort Worth Purchasing Division seeks proposals through RFP 26-0187 to establish a non-exclusive agreement for the supply, manufacture, delivery, and support of chemical storage tanks for the Water Department on an as-needed basis. The procurement is issued by the City of Fort Worth in Tarrant County, Texas, and requires proposals for vertical storage tanks constructed of Crosslinked Polyethylene (XLPE), Fiberglass Reinforced Plastic (FRP), or polyethylene-lined systems in capacities generally ranging from 5,000 to 20,000 gallons. The tanks must accommodate 20 specified chemicals including sodium hydroxide, polymer, hydrofluosilicic acid, liquid ferric sulfate, chlorine, sulfur dioxide, sodium hypochlorite, and ferric chloride, with delivery to four facilities: Eagle Mountain Water Treatment Plant, Rolling Hills Water Treatment Plant, Village Creek Water Reclamation Facility, and Holly Water Treatment Plants. Successful proposers must demonstrate a minimum of five years of experience with similar chemical storage systems, provide three comparable project references, be authorized to conduct business in Texas, and submit firm fixed-price quotations within two business days of purchase order notification. Tanks must comply with ASTM D3299, D1998-21, and American Water Works Association standards, as well as NSF 61 standards for potable water chemicals where required, along with OSHA, EPA, and Texas Commission on Environmental Quality regulations. Approved manufacturers include Snyder Industries, Assmann Corporation, Enduro Composites, Xerxes Corporation, and Poly Processing, or approved equals. The RFP will be evaluated on a "best value" basis with scoring criteria including cost (up to 15 points), small business participation (up to 20 points), technical compliance and product quality (up to 30 points), submittals and design approach (up to 25 points), experience and qualifications (up to 15 points), delivery and support (up to 15 points), and warranty and support (up to 15 points). Proposals are due by June 11, 2026, and must be submitted electronically through the City's Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities; vendor questions must be submitted through the portal's "Vendor Discussion" section before the Questions Due Date, with answers posted via Addendum.

The City of Fort Worth has established a 30 percent small business participation goal for this procurement, requiring that at least 30 percent of the total awarded contract value be subcontracted or spent with certified Small Business Firms located in Tarrant, Wise, Johnson, Parker, or Denton County. All bidders are required to complete the Small Business Utilization Form and submit current certifications for any small business firms they intend to utilize; failure to complete this form or provide valid certifications may result in zero points awarded for the small business goal criteria. The initial contract term shall be one year with potential renewal for up to four additional one-year periods at the City's sole discretion, contingent upon notice of non-renewal provided at least 90 days before expiration. Proposals must include all documentation in the specified format and address any deviations from the draft Vendor Services Agreement through the designated Deviations Form; any exceptions not submitted on this form may be considered in the award decision. The City requires Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000, Workers' Compensation at statutory limits, and Professional Liability of $1,000,000. All pricing must be firm-priced in United States dollars with Freight Terms of FOB Destination, Freight Prepaid and Allowed, and the City is exempt from all sales taxes. No specific contract award value or budget range is disclosed in the RFP documentation.
