About this opportunity

Oakland University is seeking a demolition contractor for the College of Arts and Sciences (CAS) Annex project located at 170 Meadow Brook Road in Rochester, Michigan. The project involves completely removing two temporary structures: a trailer and a temporary building, while preserving existing trees and a historic stone wall from the Matilda Wilson/Dodge era. Specific deliverables include removing sidewalks, capping underground utilities for potential future use, and returning the site to a grassed landscape. The procurement is a competitive Request for Proposal (RFP 00081) with a mandatory pre-bid meeting scheduled for May 2, 2024, at 10 AM, and bid responses due by May 16, 2024, at 2:00 PM. Contractors must submit electronic bids through the Michigan Intergovernmental Trade Network (MITN) and provide a 5% bid bond or certified check. Evaluation criteria include lowest responsive bid, with contractors required to demonstrate company experience, financial capabilities, and compliance with prevailing wage requirements under Michigan Public Act No. 10 of 2023. The project has a 60-day completion timeline, with liquidated damages of $100 per business day for delays beyond the specified completion date.

While no specific set-aside designations are mentioned in the documentation, contractors must meet several qualification requirements including prevailing wage compliance, environmental health and safety regulations, and technical demolition capabilities. The project requires comprehensive insurance coverage, performance bonds, and labor and material bonds. Contractors must also comply with MIOSHA asbestos and lead construction training requirements and follow state and federal guidelines for hazardous material handling and disposal. The project involves careful management of potential hazardous materials, including screening and proper disposal of asbestos-containing components and electrical devices. Although a specific budget range is not explicitly stated, the comprehensive technical specifications and detailed demolition requirements suggest a significant project scope. The university is tax-exempt, and the contract will be awarded based on the most advantageous bid that meets all technical and regulatory requirements.
