About this opportunity

The City of Fort Worth is requesting proposals for an Agreement for Art Gallery Retrofitting and Installation for the Library Department on an "as needed" basis (RFP 26-0267), with proposals due August 27, 2026. The City has established a 30% Small Business participation goal; proposers must complete a Small Business Utilization Form with current certifications from approved agencies and may achieve the goal through self-performance by a certified SBE prime, use of certified SBE subcontractors, or a combination of both. Failure to complete the form entirely or submit current valid certifications results in zero points for the Small Business Goal criterion.

The scope encompasses comprehensive gallery retrofitting and installation at seven Fort Worth Public Library locations and nineteen City community centers, with potential expansion to additional facilities. Services include site assessments, removal of existing fixtures, wall preparation and reinforcement, installation of professional-grade hanging systems and display panels, museum-quality display cases and pedestals, gallery lighting systems, and final alignment and testing. All pricing must include labor, materials, equipment, tools, supervision, freight, delivery, travel, cleanup, disposal, permits, inspections, and incidental costs. Work may be required during non-business hours—evenings, weekends, and City-observed holidays—with no additional compensation unless authorized in writing. Contractors must coordinate with the City's project manager and demonstrate at least three years of experience performing similar services, successful completion of comparable projects within the past five years, and relevant references from public institutions or libraries.

The City will award agreements to multiple vendors. Evaluation uses a best-value framework with points distributed as follows: Cost (15 points), Small Business Participation (25 points), Ability to Meet City's Needs (25 points), Qualification and Experience (20 points), and Approach to Perform Services (15 points). Proposals scoring below 50% of available points excluding price will not be considered. The initial contract term is one year with up to four one-year renewal options. The vendor must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million), statutory Worker's Compensation, and Professional Liability / Errors and Omissions ($1 million) coverage. Proposals are submitted electronically through the City's Bonfire portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities.
