About this opportunity

San Bernardino County Department of Public Works, Solid Waste Management Division is issuing a Request for Proposal (RFP) for professional aerial mapping services to be provided at county-owned landfills and disposal sites. The procurement seeks a qualified proposer to deliver comprehensive aerial mapping services including aerial photography, topographic mapping, digital orthophotography, and digital terrain model (DTM) files for 24 closed landfill/disposal sites and 5 active sanitary landfills (Barstow, Landers, Mid-Valley, San Timoteo, and Victorville). Active landfills will be surveyed biannually on January 1 and July 1 of each contract year, while closed sites will be surveyed between September 2026 and September 2030 across the five-year contract period. Qualified proposers must demonstrate a minimum of three years of continuous aerial mapping experience, maintain current California State Professional Land Surveyor registration, provide three professional references (including at least one government agency), and comply with all prevailing wage requirements under California Labor Code sections 1720 et seq. and 1770 et seq. Proposals will be evaluated using a best-value selection process based on qualifications and experience (45%), technical review and scope of work understanding (45%), and references (10%). The proposal submission deadline is March 16, 2026, at 4:00 PM, with questions due by March 2, 2026, at 4:00 PM, and a tentative contract award date in June 2026. The contract period runs for a maximum of five years from July 1, 2026, through June 30, 2031. All proposers must register with the county's electronic procurement system (ePro) prior to submission, and proposals must include the cost proposal in a separate sealed envelope.

The RFP includes a local preference of five percent (5%) for vendors meeting specified criteria; however, no specific set-aside designations for disadvantaged enterprises or restrictions on organizational types are identified in the procurement documents. Prevailing wage compliance is mandatory for all workers on this public works project, with contractors and subcontractors required to register with the California Department of Industrial Relations and maintain certified payroll records, subject to prevailing wage rates established for San Bernardino County and surrounding regions. Prevailing wage determinations specify rates ranging from approximately $16.78 to $254.56 per hour depending on craft classification, with additional provisions for apprenticeable crafts requiring a minimum ratio of one apprentice hour per five journeyman hours worked. The successful proposer must obtain and maintain comprehensive insurance coverage, including general liability, professional liability, automobile liability, and workers' compensation, with the county named as additional insured. No contract award amount or budget range is specified in the RFP; pricing will be submitted on a provided fee schedule and evaluated during the selection process. Penalties for prevailing wage non-compliance include $200 per worker per day for underpayment, $100 per worker per day for payroll record violations, and $25 per worker per day for excess hours worked.
