About this file
This is Addendum No. 1 to a Request for Proposal issued by the San Bernardino County Department of Public Works, Solid Waste Management Division for aerial mapping services. The addendum provides clarifications and responses to seven questions submitted by prospective bidders regarding the RFP requirements. Key modifications include: (1) confirmation that the Primary and Non-Contributory insurance requirement applies to all policies except Professional Liability coverage, which is written on a claims-made basis; (2) deletion of the standalone Abuse/Molestation Insurance requirement, with silent coverage under General Liability policies deemed acceptable since the contract involves aerial mapping and professional surveying services without custodial care or supervision of minors; (3) clarification that digital cameras with manufacturer's calibration reports may be used provided a calibration report prepared by USGS or the camera manufacturer within the last three years is submitted; and (4) confirmation that the County will provide survey coordinates and elevations for existing ground control points, while the consultant shall establish sufficient ground control points and set all aerial targets, with target-setting costs included in the cost proposal. The addendum further clarifies that the County will provide DWG files showing property boundaries for all sites, that the consultant shall map the entire area for each landfill site as specified in the RFP schedule, and that the County will provide sample drawings and previously completed files as mapping standards references. The proposal submission deadline remains March 16, 2026, at 4:00 PM.
The addendum addresses technical specifications by defining "isometric photograph" as a three-dimensional object projection in two-dimensional format, with one colored isometric photograph required for each active landfill site. All clarifications and responses are to be considered in conjunction with existing RFP documents during proposal preparation. Questions regarding the addendum should be directed to Siva Sivapalan at (909) 386-8697. The addendum was issued on March 9, 2026, and is signed by Johnny D. Gayman, P.E., Engineering Manager of the Solid Waste Management Division.

ADDENDUM NO. 1
TO THE REQUEST FOR PROPOSAL PWG-126-SOLID-6227 FOR AERIAL MAPPING
SERVICES FOR THE SAN BERNARDINO COUNTY SOLID WASTE MANAGEMENT
DIVISION
MARCH 09, 2026
PROPOSALS DUE: 04:00 PM, MARCH 16, 2026
The following changes and/or additions shall be made to the Request for Proposal (RFP) for the project stated above. All other requirements of the RFP Documents shall remain the same.
I. CLARIFICATIONS AND RESPONSES TO QUESTIONS
Q1: Professional Liability – Primary and Non-Contributory “The RFP states that all required policies are to be primary and non-contributory. Professional Liability policies are written on a claims-made basis and do not provide primary and non-contributory endorsements. Tetra Tech respectfully requests confirmation that the Primary and Non-Contributory requirement does not apply to Professional Liability coverage. All other required policies would comply with the primary and non-contributory requirement.”
A1: As stated in Section X, Paragraph B of the RFP, all policies required herein are to be primary and non-contributory with any insurance or self-insurance programs carried or administered by the County.
Q2: Abuse/Molestation Coverage “The RFP requires Abuse/Molestation insurance coverage. Tetra Tech does not carry a standalone Abuse/Molestation policy, as our services under this contract involve aerial mapping and professional surveying services and do not include custodial care, supervision of minors, or similar exposures.
Our General Liability policy does not contain an Abuse/Molestation exclusion. We respectfully request confirmation that silent coverage under our General Liability policy is acceptable for this contract.”
A2: Agreed. The Abuse/Molestation Insurance requirement stated in Section X, Paragraph B of the RFP is not applicable for this RFP.
Please delete the following paragraph referring to Abuse/Molestation Insurance from Section X, Paragraph B of the RFP:
Abuse/Molestation Insurance – Consultant shall have abuse or molestation insurance providing coverage for all employees for the actual or threatened abuse or molestation by anyone of any person in the care, custody, or control of any insured, including negligent employment, investigation and supervision. The policy shall provide coverage for both defense and indemnity with liability limits of not less than one million dollars ($1,000,000) with a two million dollars ($2,000,000) aggregate limit.
Q3: “Several of the specifications regarding the photography to be used in the mapping are relevant to film cameras. Can we assume that a digital camera with manufacturer’s calibration report may be used to acquire the mapping photography?”
A3: Section V, Paragraph C, Task 1 (Aerial Mapping) states the specifications for the aerial mapping. The camera to be used should meet the aerial mapping specifications. A calibration report shall be provided for the camera used. The calibration report shall be prepared by United States Geological Survey (USGS) or the camera manufacturer within the last three (3) years.
Q4: “Are there existing ground control points that will be re-targeted or replaced as necessary by the County?”
A4: The County will provide the survey coordinates and elevations for the existing ground control points. The consultant shall establish sufficient ground control points to complete the aerial mapping. The consultant shall set all aerial targets for the aerial mapping. The cost for setting aerial targets shall be included in the cost proposal.
Q5: “Does the County have kmz files or graphics indicating the mapping limits for each site?
The listed areas of the five active sites are in most cases much larger than the apparent footprint of the landfill facility, Mid-Valley being the exception.”
A5: The County will provide dwg files showing the property boundary for the active and closed/disposal sites. The consultant shall provide Aerial Mapping Services for the entire area for each landfill site. Section V, Paragraph B (Aerial Mapping Schedule) states the mapping areas and the requirements.
Q6: “Does the County have a template file that incorporates their mapping standard?”
A6: Section V, Paragraph C, Task 2 (Drawing/DTM files) and Task 3 (Deliverables) states the necessary mapping standards for the drawings and files. The County will provide a sample drawing and a file completed in previous years.
Q7: “What is meant by “isometric photograph”?”
A7: The isometric photo is a photograph projecting three-dimensional object in a two-dimensional photo. The RFP requires the consultant to provide one (1) colored isometric photograph for each active landfill site.
These responses to questions shall be considered in concert with existing documents in preparation of proposals.
If you have any questions, please call Siva Sivapalan at (909) 386-8697.
