Summary

This is a Request for Proposal (RFP) issued by the San Bernardino County Department of Public Works, Solid Waste Management Division, for aerial mapping services to be performed at county-owned landfills and disposal sites. The county seeks to award a contract to one qualified proposer to provide comprehensive aerial mapping services, including aerial photography, topographic mapping, digital orthophotography, and digital terrain model (DTM) files for 24 closed landfill/disposal sites and 5 active sanitary landfills. The active landfills—Barstow, Landers, Mid-Valley, San Timoteo, and Victorville—will be surveyed biannually on January 1 and July 1 of each contract year. Closed sites are scheduled for survey between September 2026 and September 2030, distributed across the five-year contract period. The deadline for proposal submission is March 16, 2026, at 4:00 PM, with a tentative contract award date in June 2026. The contract period runs for a maximum of five years from July 1, 2026, through June 30, 2031. Questions must be submitted by March 2, 2026, at 4:00 PM.

The RFP requires proposers to demonstrate a minimum of three years of continuous aerial mapping experience, maintain a California State Professional Land Surveyor registration, provide three professional references including at least one government agency, and comply with all prevailing wage requirements under California Labor Code sections 1720 et seq. and 1770 et seq. Proposals will be evaluated on qualifications and experience (45%), technical review and scope of work understanding (45%), and references (10%), using a best-value selection process. A local preference of five percent (5%) applies to vendors meeting specified criteria. All proposers must register with the county's electronic procurement system (ePro) prior to submission, and proposals must be submitted with the cost proposal in a separate sealed envelope. The successful proposer must obtain and maintain comprehensive insurance coverage, including general liability, professional liability, automobile liability, and workers' compensation, with the county named as additional insured. No contract award amount is specified in the RFP; pricing will be submitted on the provided fee schedule and evaluated during the selection process.

RFP.

B. Term of Offer

Proposals shall remain open, valid and subject to acceptance anytime within nine (9) months after the Proposal submission.

C. Required Review Proposers should carefully review this RFP for defects and questionable or objectionable material.

Comments from Proposers concerning defects and objectionable material in this RFP must be made in writing and received by the RFP contact prior to the deadline for submission of questions identified in Section II or at least ten (10) calendar days before the Deadline for Proposals (whichever occurs last).

This will allow issuance of any necessary amendments or addendums to the RFP. It will also help prevent the opening of a defective RFP and exposure of Proposals upon which an award could not be made.

Protests based on any omission or error, or on the content of this RFP, may be disallowed if not submitted in writing to the attention of the RFP Contact prior to the deadline for submission of questions identified in Section II or at least ten (10) calendar days before the Deadline for Proposals (whichever occurs last).

Request for Proposal Aerial Mapping Services

D. Incurred Costs The County is not obligated to pay any costs incurred by Proposer in the preparation of a Proposal in response to this RFP. Proposers agree that all costs incurred in developing a Proposal are the Proposer’s responsibility.

E. Amendments/Addendums to RFP The County reserves the right to issue amendments or addendums to this RFP if the County considers that changes are necessary or additional information is needed.

Changes to a Proposal or withdrawal of a Proposal will only be allowed if a request is received prior to the Deadline for Proposals. No amendments or withdrawals will be accepted after the Deadline for Proposals.

F. Best Value Evaluation As established in this RFP, the County realizes that criteria other than price are important and will award contract(s) based on the Proposal that best meets the needs of the County.

G. Right of Rejection Offers must comply with all of the terms of the RFP, and all applicable local, state, and federal laws, codes, and regulations. The County may reject as non-responsive any Proposal that does not comply with all of the material and substantial terms, conditions, and performance requirements of the RFP.

Further, the County may reject a Proposal from any entity that is a parent, affiliate, or subsidiary, or that is under common ownership, control, or management with any other entity submitting a Proposal in response to this RFP.

A Proposer may not qualify the Proposal nor restrict the rights of the County. If Proposer does so, the Proposal may be determined to be a non-responsive counter-offer and the Proposal may be rejected.

No Proposal shall be rejected, however, if it contains a minor irregularity, defect or variation. If the irregularity, defect or variation is considered by the County to be immaterial or inconsequential, the County may choose to accept the Proposal.

Minor irregularities may be waived by the Purchasing Agent when they are any of the following:

1. Do not affect responsiveness;

2. Are merely a matter of form or format;

3. Do not change the relative standing or otherwise prejudice other offers;

4. Do not change the meaning or scope of the RFP;

5. Are trivial, negligible, or immaterial in nature;

6. Do not reflect a material change in the work; or

7. Do not constitute a substantial reservation against a requirement or provision.

In such cases the Proposer will be notified of the deficiency in the Proposal and given an opportunity to correct the irregularity, defect or variation or the County may elect to waive the deficiency and accept the Proposal. The decision to provide a waiver shall in no way modify or compromise the overall purpose of the submittal, nor excuse the Proposer from compliance with all requirements if awarded a Contract.

This RFP does not commit the County to award a contract. The County reserves the right to reject any or all Proposals if it is in the best interest of the County to do so. The County also reserves the right to terminate this RFP process at any time.

H. Local Preference

The San Bernardino County has adopted a Local Preference Policy. A local preference of five percent (5%) shall be applied in the cost evaluation of proposals or bids for goods, services, equipment, or a minor public work project, unless an exemption applies. In a price-based bid, five percent (5%) will be deducted from the local vendor’s proposed cost for the purpose of comparison when the local vendor’s

Request for Proposal Aerial Mapping Services proposed cost is not the lowest. If the local vendor’s bid is equal to or lower than the price of an otherwise successful non-local vendor after the 5% preference is applied, the local vendor will be given the opportunity to match the lowest quoted price. In a best value evaluation, five percent (5%) of the awardable points for cost will be added to the local vendor’s score. If the local vendor’s overall score is equal to or lower than that of an otherwise successful nonlocal vendor, the local vendor will be recommended for award.

“Due to the evaluation of qualitative elements along with cost in a best value evaluation, application of local preference for cost proposals may not result in award to a local vendor with the lowest cost after applying local preference.”

Local Vendor - A local vendor is any vendor, contractor or consultant (hereafter “vendor”) that meets all of the following requirements:

1. Vendor’s main office (headquarters) or a major regional office is located within the County;

2. Vendor employs a minimum of 25% of the vendor’s full-time management employees and 25% of its full-time regular employees working from the San Bernardino County location(s);

3. Vendor employs one full-time or two part-time employees with primary residence in the County;

4. Vendor’s “point of sale” for purposes of reporting sales tax to the State Board of Equalization is within the boundaries of the County. The payment of any local share of sales tax must go to the County or a city within the County. If the local business has more than one sales office in the State of California, the office located in the County shall be the point of sale for sales tax calculation;

5. Vendor is not delinquent in any taxes or other payments to the County;

6. Vendor possesses a valid and verifiable business license (if required);

7. Vendor has been open and established for at least six months prior to the issuance of the solicitation;

8. Vendor can demonstrate on-going business activity in the field of endeavor on which they are proposing from that office during the preceding six months;

9. Vendor has not within five years prior to the solicitation admitted guilt or been found guilty by any court or state or federal regulatory enforcement agency of violation of any criminal law or any law or regulation regarding fraud;

10. Vendor is not federally debarred; and

11. Vendor is not suspended or debarred from participation in doing business with the County, in the scope of work that is the subject of the solicitation.

12. Local Vendor Self-certification – Documentation provided. See Exhibit C.

Local Vendor self-certification form is required for any bid or proposal when a local preference is claimed affirming that it meets each of the above stated criteria, and signed by a vendor representative with the authority to obligate the company under penalty of perjury.

I. Clarification of Offers In order to determine if a Proposal is reasonably susceptible for award, communications by the Facilitator for the evaluation panel are permitted with a Proposer to clarify uncertainties or eliminate confusion concerning the contents of a Proposal. Clarifications may not result in a material or substantive change to the Proposal. The evaluation by the panel may be adjusted as a result of a clarification under this section.

J. Public Records Act All Proposals and other material submitted become the property of the County and are subject to release according to the California Public Records Act (Government Code §7290.000). All Proposal information, including cost information, will be held in confidence during the evaluation and negotiation process.

Thereafter, Proposals are subject to becoming a non-exempt public record.

Request for Proposal Aerial Mapping Services

If a Proposer believes that any portion of its Proposal is exempt from public disclosure, it must indicate the specific portions believed to be confidential and not subject to disclosure on Attachment I - Public Records Act Exemptions. The Proposer also must include a brief description that sets out the reasons for exemption from disclosure. Each stated exemption must include a citation to supporting legal authority, including statutory authority or case law, to support exemption from the Public Records Act. Requested exemptions that do not meet the requirements of this section will not be considered.

The County will use reasonable means to ensure that such information is safeguarded, but will not be held liable for inadvertent disclosure of the information. Proposals marked “Confidential” in their entirety will not be honored, and the County might not deny public disclosure of any portion of Proposals so marked.

By submitting a Proposal with portions identified in Attachment I as “Confidential,” Proposer represents that it has a good faith belief that such portions are exempt from disclosure under the Public Records Act.

Proposer may be requested to obtain legal protection from disclosure should a Public Records Act request be received. In the event the County does not disclose the information marked “Confidential,” Proposer agrees to reimburse the County for, and to indemnify, defend (with counsel approved by County) and hold harmless the County, its officers, employees, agents, and volunteers from and against any and all claims, damages, losses, liabilities, suits, judgments, fines, penalties, costs and expenses, including without limitation, attorneys’ fees, expenses and court costs of any nature arising from or relating to the County’s non-disclosure of any such designated portions of a Proposal.

K. Employment of Former County Officials Information must be provided in Attachment G regarding former County Administrative Officials (as defined below) who are employed by or represent Proposer. The information provided must include a list of former County Administrative Officials who terminated County employment within the last five years and who are now officers, principals, partners, associates or members of Proposer and should also include the employment and/or representative capacity and the dates these individuals began employment with or representation of Proposer. For purposes of this section, “County Administrative Official” is defined as a member of the Board of Supervisors or such member’s staff, Chief Executive Officer or member of such officer’s staff, County department or group head, assistant department or group head, or any employee in the Exempt Group, Management Unit or Safety Management Unit.

Failure to provide this information may result in the Proposal being deemed non-responsive.

L. Reserved

M. Disclosure of Criminal and Civil Proceedings The County reserves the right to request the information described herein from the Proposer selected for Contract award. Failure to provide the information may result in a disqualification from the selection process and no award of Contract to the Proposer. The County also reserves the right to obtain the requested information by way of a background check performed by an investigative firm. The selected Proposer may also be requested to provide information to clarify initial responses. Negative information provided or discovered may result in disqualification from the selection process and no award of Contract.

The selected Proposer may be asked to disclose whether the firm, or any of its partners, principals, members, associates or key employees (as that term is defined herein), within the last ten years, has been indicted on or had charges brought against it or them (if still pending) or convicted of any crime or offense arising directly or indirectly from the conduct of the firm’s business, or whether the firm, or any of it partners, principals, members, associates or key employees, has within the last ten years, been indicted on or had charges brought against it or them (if still pending) or convicted of any crime or offense involving financial misconduct or fraud. If the response is affirmative, the Proposer will be asked to describe any such indictments or charges (and the status thereof), convictions and the surrounding circumstances in detail.

Request for Proposal Aerial Mapping Services

In addition, the selected Proposer may also be asked to disclose whether the firm, or any of its partners, principals, members, associates or key employees, within the last ten years, has been the subject of legal proceedings as defined herein arising directly from the provision of services by the firm or those individuals. “Legal proceedings” means any civil actions filed in a court of competent jurisdiction, or any matters filed by an administrative or regulatory body with jurisdiction over the firm or the individuals. If the response is affirmative, the Proposer will be asked to describe any such legal proceedings (and the status and disposition thereof) and the surrounding circumstances in detail.

For purposes of this provision “key employees” includes any individuals providing direct service to the County. “Key employees” do not include clerical personnel providing service at the firm’s offices or locations.

N. Debarment and Suspension; California Secretary of State Business Entity Registration Proposer certifies in Attachment D that neither it nor its principals or subcontractors are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any federal department or agency. (See Attachment D and the following United States General Services Administration’s System for Award Management website https://www.sam.gov). Proposer also certifies in Attachment D that if it or any of the subcontractors listed in the Proposal are business entities that must be registered with the California Secretary of State, they are registered and in good standing with the Secretary of State.

C. SCOPE OF WORK

Task 1: Aerial Mapping

1. Aerial photography:

New color aerial photographs of project site will be taken using manned aircraft or current acceptable methods such as drone at an appropriate photo scale using high resolution, high precision, photogrammetric aerial camera. Aerial photography shall be obtained only during periods when the sun angle exceeds 30 percent; the project site is free of snow, clouds, or cloud shadows (clouds obscure no more than 5 percent of any frame); and the project site is free of haze. The mapping shall meet National Map Accuracy Standards and shall be performed or verified by a Licensed Surveyor with relevant experience.

A calibration report will be provided for the camera used. The report will be prepared by United States Geological Survey (USGS) or the camera manufacturer within the last three (3) years.

Lidar technology is NOT to be used.

2. The nominal photography scale to be used for mapping will not exceed 1" = 320’. Any deviations in photo scale from this specification must be approved, in advance, by County.

3. Flight tolerances will be as follows:

a. Coverage - The mapping limits and control for the flight will fall within the central seven (7) inches of the photography.

b. Forward Overlap - Forward overlap will not exceed sixty-five percent (65%) or be less than fifty-five percent (55%) and will average sixty percent (60%).

c. Crab - Crabbing measured from the line of flight through the principal points will not exceed 10 degrees between any two consecutive photographs and will not average more than 10 degrees for any single flight line.

d. Tilt - Tilt defined as the departure of the optical axis of the camera from a plumb line will not exceed 5 degrees on a single photograph and will not average more than one degree for a single flight line. Relative tilt between two successive exposures will not exceed 6 degrees.

e. Time of Photography - Photography will not be taken when the ground is obscured by haze, smoke, dust, clouds, or cloud shadows, or snow. Photography will be taken only when the sun angle is greater than 30 degrees above the horizon.

f. Fine grain negative film on polyester base such as Estar or equal will be used. Exposing and processing will be done in conformance with the manufacturer's recommendation and with accepted photographic practice. Negatives will be clear and sharp in detail with normal density and contrast. Negatives will show no streaks, static marks, chemical stains or other defects which would interfere with their intended use. There will be a three-foot leader and trailer on all aerial films used for mapping.

4. Aerotriangulation

a. The standard deviation of "unit weight, the root-mean-square error of the xy vector, the root-mean-square error of z, and the maximum drill-hole size for marking points on the diapositives for analog photography, shall be in accordance with the requirement to the current mapping standards or current industry standards. A compiled listing of resultant residuals for the final aerotriangulation will be furnished to the County.

5. Map Accuracy

For purposes of map accuracy, it is assumed that the map scale is 1" = 40' and one foot contours are plotted.

a. At least ninety percent (90%) of all well-defined planimetric features will be within 0.025 inch of their true positions and all will be within 0.050 inch of their true ground position. All planimetric data shall follow the graphic and attribute standards defined in the most recent version of the Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE).

b. At least ninety percent (90%) of all contours will be within 1/2 contour interval of true elevation, and all contours will be within one contour interval of true elevation, except as follows:

• In densely wooded areas where the ground is obscured by dense brush or tree cover, contours will be plotted as accurately as possible while making maximum use of spot elevations obtained from the stereoscopic model in places where the ground is visible. In those areas where spot elevations can be obtained photogrammetrically, at least ninety percent (90%) of all contours will be within one contour interval or one half of the average height of the ground cover, whichever is greater, of true elevation. All contours will be within two contour intervals or the average height of the ground cover, whichever is the greater, of true elevation. Contours in such areas will be shown with dashed lines.

Orchards, vineyards, and other areas devoted to crops will be considered as open areas and are, therefore, not subject to larger tolerances in vertical accuracy.

• Contours will reflect the crown or cross slope of all paved areas including paved roads and ditches and the accuracy tolerances allowed for contours will not affect this requirement. In areas not obscured by grass, weeds or brush, at least ninety percent (90%) of all spot elevations will be within 0.25 contour interval of true elevation and will be within 0.50 contour interval of true elevation. Contractor will anticipate ground survey/ground truthing to support the requirement for spot elevations and data gaps.

c. In addition to the accuracy specified above for contours and spot elevations, the following will apply:

The arithmetic mean of contours in open areas will not exceed plus or minus the

Request for Proposal Aerial Mapping Services following values for the points tested on each map sheet.

No. of Points Max. Arithmetic Mean 20 ± 0.20 contour interval 40 ± 0.15 contour interval 60 or more ± 0.10 contour interval

6. Map Compilation

a. The mapping limits will adequately cover each site as required to complete the task order.

SWMD will provide mapping limits.

b. The contours will be derived from a Photogrammetrically derived DTM. In steep terrain, contours may be plotted at two (2) foot intervals.

c. Map contents, symbols, grid system, title blocks, and editing style will conform to County's mapping standards.

d. Optical train, analytical, or softcopy type photogrammetric plotters will be used for map compilation. Projection type plotters will not be allowed.

7. Digital Orthophotography

a. Digital raster files of the aerial photographic frames will be produced directly from the original film. The scans shall be post-processed using image-dodging software to remove tone differences induced by sun angle, shadow, or other factors or other current and acceptable methods (drone topography processing). A digital orthophoto of the project will be produced at a scale of 1” =100’ with a pixel resolution of 6 inches per pixel.

b. Geo-referenced Digital Orthophoto A single color, geo-referenced digital orthophoto in .TIF format shall be produced for each entire site

c. Digital Topographic Map One digital topographic map for each site, including mapping planimetric/features such as roadways, buildings, above ground utilities and drainage structures shall be produced as an ACAD file of the entire site.

8. Isometric Photos One isometric colored photograph for each active landfill site projecting a three dimensional object in a two-dimensional photo.

9. Prosecution and Progress of Work

a. Authorized County personnel shall have access to the photogrammetric mapping facilities and operations during normal working hours. These persons shall be furnished with every reasonable facility for ascertaining that the work complies with the contract provisions. All work shall be subject to inspection and approval.

b. Mapping will become the exclusive property of County.

Task 2: Drawing/DTM Files

1. The drawing files will be made up of one AutoCAD file. The files are to be developed in three dimensions. The scale for each of the landfill sites will be 1" = 100’ with a two-foot contour interval.

The files will be submitted in the following format:

Request for Proposal Aerial Mapping Services

a. Master File - This file will consist of only a title block in paper space. If the site to be mapped requires more than one sheet, this file will have multiple layouts in paper space containing the additional title blocks. This file will use the layer specifications per Task 2 Section 2 of the RFP, AutoCAD Specifications and have the Topography File referenced into it in model space.

A standard title block will be provided electronically.

i. Planimetric features shall be labeled according to County provided layer list and will require ground field reconnaissance to refine layer assignment. County personnel, or a representative on behalf of the County, will assist with the field reconnaissance to identify applicable items in the field.

b. Topography File - This file will consist of all information including but not limited to contours and their labels, spot elevations, DTM break lines, control points, grid tics, and all planimetric features. This file will be referenced into the Master File and should not be trimmed or split into multiple files.

c. Property lines and Limits of Refuse - The County will provide electronic files of the property lines and Limits of Refuse applicable to each site. The property lines and Limits of Refuse lines will be shown on each site topographic file.

d. Drawing file/layer names will be to County Standards and will be provided by the County.

e. Electronic copy of the drawings with the San Bernardino County Title Block and CAD digital drawings will be required. Coordinate data for control will be tabulated and shown on the left edge of each sheet. Most sites will be plotted at a scale of 1" = 100' with two (2) foot contour intervals and will meet National Mapping Accuracy Standards for one (1) foot contour map interval.

f. File and Media format - Digital mapping data will be furnished at least in AutoCAD release 2023 file format. Finalized files will be delivered on via consultant provided FTP site, flash drive, memory card, CD, or external hard drive.

g. Drawing Elements - All contour line work will be in the form of 2D poly-lines with the elevation specified in the “Z” field. Spot elevations and break lines will also be maintained at correct elevation. Text may be placed at arbitrary elevation.

h. Text - All text will be 0.1” in height, with the exception of the title block information. All map text including but not limited to spot elevations, surface labels, contour labels, and grid labels will be sized to 0.1 inches at map scale.

i. Drafting Standard - All line work and symbolization will substantially comply with County's mapping standards specified above. Any deviation will be approved in writing by County.

j. Leveling Specification - Drawing entities will be placed according to the layer specification per Task 2 Section 2 – AutoCAD Specifications of the RFP. Alterations to this specification may be made only if approved in writing by County.

k. Consultant will deliver a DTM file in ASCII format. The DTM file will be the same as that used to generate mapping contours. It will be of sufficient density and distribution to accurately depict the ground surface for generating one (1) foot contours and will include spot elevations and break lines.

The file created for this project shall be titled as follows (with year and month delineated with YY and MM, respectively):
