About this opportunity
The University of Maryland Global Campus (UMGC) is soliciting proposals for the design, development, delivery, and maintenance of AI-enabled learning content and related services under RFP 92303, with proposals due November 20, 2026 at 10:00 a.m. ET. The primary scope is short-form, workforce-related content, though UMGC retains the option to expand the selected vendor's work to include credit-bearing curriculum development.
The central capability requirement is the integration of Artificial Intelligence across both the content development lifecycle and, where applicable, the learner experience. Learning assets must be structured around clearly defined skills and competencies, support multiple learning pathways including stackable credential pathways to UMGC degrees, and enable deployment across multiple formats and use cases. The vendor must move beyond traditional course development models toward modular, flexible, and continuously improving content approaches.
Vendors must comply with Maryland living wage requirements detailed in Appendix E, applicable to all employees engaged in contract performance regardless of work location. The RFP requires submission of both Technical and Price Proposals, weighted in favor of the technical component. Price proposals must be submitted using the standardized workbook (Appendix B-2), detailing labor category rates (assuming remote work), hypothetical program pricing across defined project phases (Discovery & Planning, Content Development, Platform Configuration, Testing & QA, and Deployment & Launch), and recurring charges including hosting, platform access, AI functionality, maintenance, learner support, reporting, and accessibility. Proposers must document all pricing assumptions.
For contracts exceeding an annual value of $500,000, payment is mandatory by Electronic Funds Transfer unless the State Comptroller's Office grants an exemption. Technical and Price Proposals must be submitted electronically through Bid Locker. Offerors must complete required affidavits addressing Maryland procurement compliance, minority business enterprise status, debarment, conflicts of interest, and other certifications, and must include an Acknowledgement of Receipt of Addenda form with their technical proposal.
Opportunity text
UMGC seeks to establish a partnership with a qualified vendor capable of designing, developing, delivering, and maintaining AI-enabled learning content and related services that support workforce-aligned education initiatives and, at UMGC's option, credit-bearing curriculum development. For the avoidance of doubt, Offerors are advised that short-form, workforce-related content is the primary focus of this RFP. However, UMGC may elect to have the selected vendor provide curriculum development in the credit-bearing space. A central requirement of this work is the integration of Artificial Intelligence ("AI") across both the content development lifecycle and, where applicable, the learner experience. The University seeks to move beyond traditional course development models toward a more modular, flexible, and continuously improving approach to content. Learning assets must be structured around clearly defined skills and competencies, support multiple pathways through learning (including stackable credential pathways to relevant UMGC degrees), and enable deployment across a range of formats and use cases. Please read the directions in the RFP carefully for electronic submission of Technical and Price Proposals to Bid Locker.
