About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, is conducting a Request for Proposals (RFP-895) for architectural and engineering design services for the Junior Williamson Rest Area Renovation located at 159 Natural Bridge Road in Slade, Kentucky, within Rowan County. The project scope encompasses comprehensive interior renovations and exterior envelope improvements addressing building deterioration, water intrusion, energy efficiency, and aging systems, including assessment of existing conditions, architectural and engineering design, ADA and code compliance upgrades, roofing and facade repairs or replacement, interior finish updates, building systems modernization, construction documents, cost estimating, and construction administration services. The consultant team must include, at minimum, an architect, mechanical engineer, electrical engineer, structural engineer, and civil engineer. Proposals must be submitted electronically through the Commonwealth's Vendor Self Service (VSS) portal by January 20, 2026, at 1:30 p.m. Eastern Time, with a shortlist date of January 29, 2026, and virtual interviews scheduled for February 16, 2026. Evaluation will be conducted on a 125-point scale based on architect qualifications (40 points), mechanical engineer qualifications (20 points), electrical engineer qualifications (20 points), structural engineer qualifications (10 points), civil engineer qualifications (10 points), related experience (10 points), work performed in Kentucky (5 points), and proposal responsiveness (10 points). Respondents must submit a minimum of three references from similar projects, a Federal Standard Form 330 Part II for the lead firm, Kentucky registration numbers for all architects and engineers, and required affidavits regarding campaign finance compliance and resident bidder status if applicable.
The procurement includes reciprocal preference for Kentucky resident bidders and additional preference scoring for qualified bidders including Kentucky Correctional Industries and nonprofits serving individuals with disabilities. All responding firms will be interviewed if three or fewer responses are received; otherwise, shortlisting will occur prior to interviews. Respondents must be registered with the Kentucky Secretary of State and in good standing, with foreign entities required to provide a certificate of authority to transact business in Kentucky within fourteen days of proposal opening. The project budget is $975,000.00 for design and construction combined. Compensation for the selected architect/engineer will be structured as a total lump sum price negotiated upon completion of Phase A (Schematic Design), with payment schedules distributed across four primary phases: Phase A receives an initial negotiated fee, Phase B receives 40 percent of the total price less Phase A payments, Phase C receives either 60 percent (for projects exceeding $1,000,000) or 75 percent of the total price less previous payments, and Phase D receives 25 percent for non-LEED projects. The selected firm must maintain professional liability insurance of $1 million per claim and $2 million aggregate, general liability coverage of $1 million per occurrence and $2 million aggregate, and workers' compensation at statutory levels, and must adhere to the Commonwealth's Procedures Manual and Document Collaboration System for all official project correspondence and submissions.
