About this opportunity
The Commonwealth of Kentucky's Division of Engineering and Contract Administration, on behalf of the Department of Corrections, is issuing Request for Proposals (RFP-886) for architectural services to replace gates and control systems at the Kentucky State Penitentiary in Eddyville. The procurement seeks a qualified architectural firm to provide comprehensive design services, including site assessments, specifications development, bid document preparation, and construction administration consulting for gate and control system replacements across four cellhouses containing a combined 834 cells and multiple control centers. The selected consultant team must include, at minimum, a Kentucky-licensed architect, electrical engineer, and security door consultant and must conduct detailed site visits to assess existing conditions, identify safety hazards, evaluate maintenance status, and prepare prioritized improvement budgets with photographic documentation. The project is structured in four phases: Phase A (45 days for schematic design and estimates), Phase B (60 days for design development), Phase C (90 days for construction documents), and Phase D (construction administration with a timeline to be determined during design). Proposals are due October 13, 2025, at 1:30 PM Eastern Time, with a shortlist meeting scheduled for November 12, 2025, at 10:00 AM ET and virtual interviews on November 19, 2025, at 1:00 PM, 2:00 PM, and 3:00 PM ET. The Selection Committee will evaluate proposals using a numerical rating system based on architect experience (25 points), electrical engineer capability (20 points), security door consultant expertise (20 points), related project experience (25 points), work performed in Kentucky (5 points), and proposal responsiveness (5 points). All proposals must be submitted electronically through the Commonwealth's Vendor Self Service Portal as a single PDF file with required attachments including a cover letter, firm experience documentation, proposed project team credentials, workplace information, Federal Standard Form 330 Part II, notarized affidavits, and Kentucky permit registration forms.
Kentucky resident bidders receive reciprocal preference as defined in KRS 45A.494, with preference equal to that given by the bidder's state of residency. Additionally, qualified organizations including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind (15 percent preference), and qualified nonprofit agencies serving individuals with severe disabilities (15 percent preference) may claim applicable preferences if they meet eligibility requirements. All respondents must be lawfully qualified to do business in Kentucky, registered with the Secretary of State as active entities, and in compliance with workers' compensation insurance requirements. Respondents must maintain professional liability insurance of at least $1 million per claim and $2 million aggregate, along with general liability insurance of $1 million per occurrence and $2 million aggregate, and statutory workers' compensation coverage. The total project budget for this procurement is $5,950,000, which covers both design and construction phases, with the architect's compensation structured as a lump sum fee divided across project phases: Phase A negotiated separately and subsequent phases calculated as percentages of the total fee (Phase B at 40 percent, Phase C at 75 percent, and Phase D at 25 percent). Submissions must be made electronically through the VSS portal with a maximum file size of 65,000 KB per document, and interested parties may contact Amanda Greer at the Division of Engineering and Contract Administration at 502-330-8159 or Amanda.Greer@ky.gov for additional information.
