About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Cabinet for Health and Family Services (CHFS), is procuring professional engineering design services for three concurrent mechanical infrastructure projects at Western State Hospital in Clinton County. The scope encompasses: (1) upgrading mechanical utility lines to replace water, gas, sewer, and storm lines exceeding 50 years in age with an estimated design and construction budget of $3,984,900; (2) replacing HVAC piping to convert the existing two-pipe heating/cooling system to a four-pipe system with an estimated design and construction budget of $12,019,300; and (3) upgrading the Building Management System (BMS) to replace the existing Building Automation System for HVAC control with an estimated budget of $560,000. The consultant team must include minimum disciplines of Architect, Mechanical Engineer, Electrical Engineer, and Civil Engineer, with all professional services providers requiring current Kentucky registration or licensure. Deliverables include schematic design, design development, construction contract documents, and construction administration services across a phased 420-day project schedule consisting of Phase A (150 days), Phase B (90 days), Phase C (180 days), and Phase D (timing to be determined). Required submittals include a cover letter (maximum four pages), firm experience list, proposed project team with individual qualifications and Kentucky registration numbers, documentation of good faith efforts to include minority-owned design professional firms, workplace and workload information, Federal Standard Form 330 Part II, required affidavits, Kentucky permit and registration forms, and official signature page. Proposals are due December 16, 2024, at 1:30 PM ET through the Commonwealth's eProcurement system (Vendor Self Service Portal), with a shortlist meeting scheduled for December 20, 2024, at 10:00 AM ET and virtual interviews scheduled for January 7, 2025, at 12:30 PM ET, 1:30 PM ET, and 2:30 PM ET. Selection will follow the shortlist-with-interviews process, with the three highest-scored firms interviewed by a Selection Committee comprising representatives from Finance and Administration, CHFS, and an at-large member.

The Commonwealth will apply reciprocal preference to resident bidders as defined in KRS 45A.494, and all vendors must be registered with the Kentucky Secretary of State and in good standing. Respondents must demonstrate good faith efforts to include minority-owned design professional firms through the formal documentation process. No incumbent vendors or current contractors are identified in the solicitation materials. The project requires integration with existing infrastructure documented in comprehensive architectural and engineering drawings prepared by B.C.C.L.T. Inc., including detailed mechanical, electrical, and controls systems across the entire hospital campus comprising 36 buildings, and must align with an existing Building Management System upgrade study that identified specific controller installations, sensor additions, equipment modifications, and removal of legacy Andover Controls systems. The compensation structure will be established as a total lump sum price negotiated at the conclusion of Phase A, with payments distributed across subsequent phases according to the Commonwealth's standard agreement terms for owner-architect/engineer contracts, requiring professional liability insurance of $1 million per claim and $2 million aggregate, along with general liability coverage of $1 million per occurrence. The estimated combined design and construction budgets for all three concurrent projects total approximately $16,564,200, representing the overall financial scope of this comprehensive mechanical infrastructure modernization initiative.
