About this opportunity
Texas Tech University Health Sciences Center is soliciting proposals under RFP 739-SL3838039 for a turnkey mobile telehealth and command center vehicle, with one complete proposal due November 30, 2026 at 4:30 p.m. Central Time. Responsiveness depends on a VetHUB Subcontracting Plan, and proposers that omit it will be deemed non-responsive.
Addendum No. 1 narrows the scope to display hardware and Starlink readiness, including power to the roof mount for the Starlink mini. TTUHSC will supply all telemedicine and medical peripherals, so bids should exclude telehealth platforms and clinical workflow software. The addendum also allows equivalent high-roof chassis in place of the originally specified 2026 or 2027 Ford Transit T-350 XL, and it describes an existing TTUHSC vehicle built on a 2022 Ford Transit T250 mid-roof cargo chassis as the baseline. Proposers may submit separately itemized pricing for enhancements and upgrades. The original RFP called for a fully integrated mobile command center conversion with a minimum 6,000Wh lithium battery bank, a 2,000W inverter, dual 24-inch monitors, independent rear air conditioning, auxiliary fuel-fired heating, and full Ford factory warranty.
Evaluation weights pricing at 50%, experience and reputation at 10%, and product or service specifications at 40%. Best-value factors also include quality, the extent to which services meet TTUHSC's needs, past relationships, and total long-term cost. TTUHSC may conduct oral presentations, obtain best and final offers, reject any or all proposals, and award multiple agreements.
Delivery is required no later than April 30, 2027. The contract term begins upon execution and expires August 31, 2027. Payment terms are Net 30. Proposers must demonstrate current Texas Comptroller compliance, provide certifications and insurance evidence, and comply with TX-RAMP as required. Any resulting agreement requires Board of Regents of Texas Tech University System approval and may require Form 1295 reporting if the value meets or exceeds $1 million.
