About this file

This is an Addendum No. 1 to Request for Proposals 739-SL3838039 issued by Texas Tech University Health Sciences Center (TTUHSC) for a Turnkey Mobile Telehealth and Command Center Vehicle. The addendum addresses participant questions and clarifies procurement requirements. The scope of work is limited to display hardware and Starlink readiness, including power to the roof mount for the Starlink mini, with all telemedicine and medical peripherals to be supplied by TTUHSC. TTUHSC will consider equivalent high-roof chassis alternatives to the initially referenced Ford Transit T-350 XL, and proposers should not include telemedicine peripherals, telehealth platforms, or clinical workflow software in their bids. The baseline specifications provided describe an existing TTUHSC vehicle built on a 2022 Ford Transit T250 mid-roof cargo chassis with a 3.5 V6 engine and rear-wheel drive, featuring rear countertop work surface, versatile attachment points, dual pivot work surfaces, foldable jump seat, passenger seating bench, ceiling storage with locking doors, rooftop air conditioning and ventilation, gas-powered heater, interior and RGB lighting, and 6,000 watt-hours of power storage.

The existing vehicle configuration includes various optional upgrades such as suspension enhancements, wheel and tire upgrades, front and rear bumper additions, full wrap upgrade, all-terrain tires and ultra-wheels, driver and passenger swivel seats, exam light, and awning with roof rails. Proposers are permitted to submit separately itemized pricing options for enhancements and upgrades to the baseline vehicle specifications. No pricing terms, set-asides, incumbent information, contract term details, or funding sources are specified in this addendum document.

Addendum No. 1

Turnkey Mobile Telehealth and Command Center Vehicle

RESPONSE TO QUESTIONS

The following responses to participant questions are fully incorporated into the Request for Proposals 739-SL3838039.

Question TTUHSC Response

1. The specifications reference the Vandoit mobile healthcare vehicle proposal and an existing mobile health vehicle quote. Will TTUHSC release those documents, or the floorplan they describe, so all proposers can respond to the same baseline? Are the Section 5.4 requirements the complete evaluation standard, without reference to those documents?

• Please see below the specs of the existing TTUHSC vehicle

2. Is the Ford Transit T-350 XL High Roof chassis mandatory, or will TTUHSC consider an equivalent high-roof chassis as an alternate proposal under Section 3.6?

• Yes, we will consider an equivalent high-roof alternative.

3. Should proposers include telemedicine peripherals (exam camera, digital stethoscope, vitals), a telehealth platform and clinical workflow software, or is the scope limited to Starlink readiness and display hardware? If included, may they be priced as a separately itemized option?

• No, any telemedicine or medical peripherals will be supplied by TTUHSC.

Scope of work is limited to display hardware, and Starlink readiness, to include power to the roof mount for the Starlink mini.
