About this opportunity
Midwestern State University is requesting proposals for a one-time purchase of bulk copy paper (one truck load of 840 cartons) under RFP 735-2026-4420, with proposals due March 6, 2026 at 2:00 p.m. Central Time. Bidders must supply paper from one of three approved manufacturers only — Domtar, Hammermill, or Xerox — with no substitutions permitted; Addendum 1 (issued February 25, 2026) confirms this restriction is non-negotiable due to documented equipment-jamming issues with other brands.
The scope is 8.5-inch by 11-inch white copy paper, 20 lb., 92 brightness or better, with 500 sheets per ream and 10 reams per carton. Delivery is to Midwestern State University Central Receiving at 2733 Midwestern Parkway, Wichita Falls, Texas, during business hours Monday–Friday, 8:00 a.m. to 5:00 p.m. Pricing must be quoted F.O.B. Destination with all freight and shipping charges included; the university is exempt from sales and excise taxes, which must not be included in the proposal.
Evaluation is weighted 70 percent on overall costs, 10 percent on estimated delivery lead time, 10 percent on references, 5 percent on past performance, and 5 percent on completeness and response quality. Respondents must provide three current customer references, a completed and notarized affidavit, estimated delivery time in days after order receipt, and conflict-of-interest disclosures. Proposals remain valid for a minimum of 120 days from the submittal deadline.
The question deadline was February 24, 2026 at 12:00 p.m. Central Time, with official responses released February 25 at 5:00 p.m. Submissions are accepted via email (preferred) to Joseph Mrugalski at joe.mrugalski@msutexas.edu, mail, or hand delivery. Payment will be made within 30 days of receipt of goods or invoice, whichever is later, in accordance with Texas Government Code 2251.021. Availability of funds is contingent and required for award.
