About this file

This is a guidance document from the State of Texas Statewide Procurement Division (SPD) and Texas Department of Information Resources providing vendor search assistance through the Veteran Heroes United in Business (VetHUB) program. The document explains the National Institute of Governmental Purchasing (NIGP) Commodity/Services Code system used by Texas to classify procurements and match potential vendors with state needs. The NIGP coding structure organizes commodities and products under Class Codes 001 to 899, while services are classified under codes 900 to 999. Examples provided include commodity codes such as 02543 for high-pressure compressors and 20453 for desktop microcomputers, and service codes such as 91821 for business consulting and 96866 for right-of-way services including title, relocation, and condemnation work.

Respondents are directed to utilize the NIGP classitem numbering and descriptions found in the commodity book to properly code products or services for procurement purposes. The document encourages bidders to familiarize themselves with the NIGP format and contents as they apply to the Centralized Master Bidders List (CMBL) search function. The CMBL serves as a master database used by Texas purchasing entities to develop mailing lists for vendors based on the products or services they are capable of providing to the state. Bidders can access the NIGP commodity book and CMBL search tools through the specified Texas Comptroller of Public Accounts (CPA) websites to identify appropriate commodity codes and register their vendor capabilities.
