About this file
This is an Addendum One to RFP 735-2026-4420 for Bulk Copy Paper issued by the State of Texas on February 25, 2026. The addendum addresses a submitted question regarding paper brand specifications for the bulk copy paper procurement. The solicitation requires bidders to provide paper from three approved manufacturers: Domtar, Hammermill, or Xerox, with no substitutions permitted. The purchasing department clarified that alternative paper brands, such as Boise paper, have been tested previously and resulted in equipment jamming issues in the organization's machines, necessitating the restriction to the three specified brands that have proven successful in their operations. The deadline for submitting questions has closed, and no further questions will be answered.
The addendum confirms that the specification for approved paper manufacturers is non-negotiable due to documented compatibility issues with other brands. Bidders are required to acknowledge receipt of this addendum on the Addenda Checklist as part of their bid submission. The addendum was issued by Joseph J. Mrugalski from Purchasing and Contract Management, indicating this is a standard procurement matter for the state's office supplies and equipment needs.

ADDENDUM ONE (1)
RE: RFP 735-2026-4420 Bulk Copy Paper
TO WHOM IT MAY CONCERN,
Please see the response provided to the submitted questions below:
Question: I noticed the bid specifies Domtar, Hammermill, or Xerox. Would you be open to reviewing a sample of the Boise paper we use for our truckload bids? (USA Made).
Response: We’ve tried different paper in the past only to find it jammed in many of our machines.
We’ve had success with the brands noted in the specification and therefore must insist on no-substitutions.
Please note: The date for submitting questions has passed. No additional questions will receive a response.
Please remember to acknowledge this addendum on the Addenda Checklist.
Regards, Joseph J. Mrugalski Purchasing/Contract Management
