About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in partnership with the Kentucky Department of Military Affairs, is soliciting design-build services for a solar covered parking structure project at the Wendell H. Ford Regional Training Center (WHFRTC) in Greenville, Kentucky. The procurement seeks a qualified design-builder to design and install a utility grid-tied solar photovoltaic system with a minimum 60 kW AC rating and 70.2 kW DC rating capable of producing a minimum of 95,500 kWh annually, with the covered parking structure designed to accommodate the maximum number of parking spaces for maintenance equipment. The design-builder is responsible for all permitting, design, construction, warranty obligations (one year from final completion), performance and payment bonds (100 percent of contract sum), insurance, and compliance with the Kentucky Building Code and all applicable federal and state laws. Substantial completion is required within 180 calendar days, with final completion required within an additional 30 calendar days, and liquidated damages of $250 per calendar day apply for delays in substantial completion and $125 per calendar day for delays in final completion. A mandatory pre-proposal site visit is required, with questions due by September 9, 2024, and written proposals due electronically through the Commonwealth's eProcurement system (VSS) by September 17, 2024, at 1:30 PM ET. Evaluation is conducted using a one-step method utilizing technical qualifications (50 points maximum), guaranteed maximum price (25 points), and guaranteed maximum price per kilowatt AC rating (25 points). The design-builder must be pre-registered in the VSS system, and a response security guarantee of five percent of the guaranteed maximum price is required with proposal submission.
Minority business enterprise participation is encouraged as part of this procurement. The project has a maximum not-to-exceed budget of $250,000, and any proposal exceeding this amount may be disqualified; the budget includes a five percent design and construction allowance that must be reconciled with unused portions returned upon project completion. Firm-fixed pricing is required for this design-build contract, with the contract anticipated to be awarded on or about September 26, 2024. The as-built documentation and existing site infrastructure at WHFRTC have been provided as reference materials to inform the design and construction process. No incumbent vendor or current contractor information is specified in the solicitation documents. All submissions must be made electronically through VSS, and proposers should direct inquiries regarding site visit scheduling to Eric Lyons, WHFRTC Administration Branch Manager, at 502-607-7303 (office), 270-221-5456 (cell), or Eric.g.lyons.nfg@army.mil, or contact Amanda Greer at the Division of Engineering and Contract Administration at 502-330-8159 or Amanda.Greer@ky.gov for general solicitation information.
