About this opportunity
Lubbock Power & Light (LP&L) is seeking qualified contractors for an annual contract for Joint Trenching and Boring Services through RFP #7113-25-ELD, covering comprehensive electrical utility underground infrastructure services. The procurement involves extensive excavation, trenching, boring, conduit installation, and cable laying services throughout LP&L's service area. Contractors will be responsible for performing installation work, with LP&L providing materials such as conduits, PVC, spacers, grout, and concrete. The evaluation criteria will be weighted at 40% pricing, 40% contractor qualifications, and 20% safety record, with proposals requiring comprehensive documentation including insurance certificates, non-collusion affidavits, and compliance with state and federal regulations. Key procurement dates include a non-mandatory pre-proposal Teams conference on September 11, 2025, at 11:00 A.M. CST, with final proposals due on September 30, 2025, at 2:00 p.m. CST through the LP&L Bonfire Portal. The initial contract term will be one year, with potential renewal options for two additional one-year terms.
While no specific set-aside designations for disadvantaged enterprises are explicitly outlined in the procurement documents, the RFP requires contractors to meet rigorous qualifications related to worker safety, environmental protections, and local government code provisions. The contract covers an extensive range of services with unit pricing for over 100 line items encompassing various trench widths, depths, conduit types, and boring requirements. Contractors must provide their own steel casings and demonstrate comprehensive safety and operational capabilities. Although specific budget ranges are not detailed, the comprehensive nature of the unit cost proposal forms suggests a potentially substantial annual contract value. The procurement is specifically focused on Hunt County, Texas, and targets contractors with significant underground utility infrastructure installation experience and the capability to execute complex electrical infrastructure projects with precision and adherence to technical specifications.
