About this opportunity

Ventura County is seeking a contractor through Request for Proposal (RFP) 6225 to provide comprehensive traffic signal systems preventative maintenance and repair services for unincorporated areas. The procurement seeks a qualified vendor to maintain 44 traffic signals, 49 rapid rectangular flashing beacons, 29 speed feedback signs, 16 flashing beacons, and 13 MetroCount stations across the county. Offerors must demonstrate a minimum of 5 years' experience in traffic signal maintenance, testing, and replacement, with specific expertise in signal accessories like battery backup, preemption, and communications systems. The contract requires a 24-hour emergency response capability, with contractors obligated to respond within 2 hours of county notification. Proposals are due by 5:00 p.m. on December 11, 2025, with an anticipated evaluation and award in February 2025, and the initial contract term is two years with potential annual renewals for up to three additional one-year periods.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current contract is not identified as being held by an incumbent vendor, though the county indicates a historical practice of contracting for these services. The compensation structure will be based on rates detailed in Exhibit B, Schedules A and B, with potential fee adjustments corresponding to changes in the number of maintained signals. While a precise budget range is not specified, the comprehensive scope of work suggests a substantial annual investment in traffic infrastructure maintenance. The county reserves the right to reject any proposal and is not obligated to select the lowest-priced bid, instead focusing on the most technically advantageous proposal that meets operational requirements. Contractors will be compensated through a combination of preventative maintenance fees and additional service rates for emergency repairs, upgrades, and installations.
