About this opportunity
Dawson County Board of Commissioners (Georgia) is soliciting sealed proposals for comprehensive EMS billing and collection services under RFP #499-26, with proposals due June 25, 2026 at 2:30 PM. The County prefers Georgia-based vendors but considers out-of-state proposals, with no geographic set-aside or restriction.
The scope encompasses full billing-cycle management for ambulance transports — patient invoicing, insurance carrier billing and certification, claims submission within 72 hours of receipt, denial processing within three business days, monthly financial reporting within ten business days of month-end, and real-time online portal access to patient account status. The vendor must maintain certified ambulance coders through the National Academy of Ambulance Coders, integrate with Dawson County's ESO ePCR system, and perform all operations within the continental United States with mandatory HIPAA compliance. Current transport volumes (2025 data) reflect 48% ALS and 52% BLS transports, with current billing rates ranging from $300 (treatment/no transport) to $1,000 (ALS Level 2 emergency), plus $15 per loaded mile. The County currently receives payments via check, online credit card, and EFT transfers and is open to alternative payment-processing solutions.
Compensation is a percentage of net collections proposed by the respondent and must include all costs for County services. No minimum or maximum contract value is guaranteed. The initial term runs from award through December 31, 2026, with four optional one-year renewal periods. The vendor must carry General Liability, Professional Liability, and Cyber Liability coverage at minimum $2,000,000 per incident and $6,000,000 aggregate.
Evaluation criteria weight Executive Summary (25 points), Approach (25 points), Implementation & Training (20 points), Financial Proposal (20 points), and References (10 points). Top-ranking firms may be invited for oral presentations. Written questions are due June 15, 2026 at 5:00 PM, with responses posted by June 18. No pre-bid meeting will be held. Sealed proposals must include one hard copy and one electronic copy on USB drive, submitted to Purchasing Manager, 25 Justice Way, Suite 2223, Dawsonville, Georgia 30534.
