About this opportunity
Dawson County, Georgia issued RFP #480-25 on June 10, 2025, soliciting on-call right of way land acquisition services to support the Public Works Department on transportation projects valued at approximately $68 million in combined engineering, right of way, and construction activities. The procurement seeks qualified firms to provide project management, property acquisition coordination, negotiation, title coordination, closing coordination, and condemnation support for anticipated projects through December 31, 2025, with four optional one-year renewal periods. Required qualifications include three to five years of experience in land acquisition for government entities, GDOT certification for the firm and all assigned employees, professional licensing credentials such as Accredited Land Consultant or Professional Land Surveyor status, a team including at least two appraisers with general certified level 3 and level 2 credentials, general liability insurance of at least $1 million and automobile insurance of at least $500,000, and E-Verify enrollment compliance with Georgia Security and Immigration Compliance Act requirements. Proposers must submit sealed technical and price proposals separately by July 2, 2025, at 10:30 a.m. EST to the Purchasing Manager at 25 Justice Way, Suite 2322, Dawsonville, Georgia 30534, with written questions due by June 23, 2025, at 1:00 p.m. and responses posted by June 26, 2025. Evaluation criteria are weighted equally at 20 points each and include company background and structure, experience and qualifications of dedicated staff, project understanding and scope approach, references, and price proposal. Pricing shall be submitted using hourly rates for positions including principal project managers, valuation project managers, acquisition agents, appraisers, right-of-way relocation agents, technicians, and administrative support, with all costs including travel and administrative expenses incorporated into hourly rates. The tentative award date is July 11, 2025, and no pre-proposal meeting will be held, though proposers are encouraged to conduct site visits at their own risk.
The RFP does not identify specific set-aside designations or restrictions limiting responses to particular types of organizations such as disadvantaged enterprises or minority-owned businesses; Dawson County's nondiscrimination statement confirms equal opportunity for all businesses regardless of race, color, religion, sex, national origin, handicap, or veteran status. No incumbent contractors or current service providers are listed in the available documentation. Pricing for 2025 remains fixed, with potential adjustments of up to 3% CPI permitted for renewal years beginning January 1st of subsequent years. The County does not guarantee a minimum or maximum contract value and retains the right to assign work among multiple selected contractors, solicit competitive bids for individual projects, or cancel the contract with thirty days' notice. Two firms were ultimately awarded contracts on September 18, 2025: Colliers Engineering & Design with a total score of 92 points and THC, Inc. with a total score of 90 points, based on evaluation by three evaluators across the five weighted criteria.
