About this opportunity

Old Dominion University's Department of Procurement Services is soliciting proposals under RFP #27-ODU-05-SLP for a term contract for mechanical, electrical, and plumbing (MEP) architectural and engineering design services, with proposals due November 6, 2026 at 11:00 a.m. Firms must be certified to work in the Commonwealth of Virginia and must be registered eVA vendors before award. No set-aside applies. The solicitation establishes no SWaM participation percentage goal, but SWaM participation will be evaluated. Firms without Division of Engineering and Buildings (DEB) reviewed and approved project experience may apply but will score lower than firms that have it.

The agency seeks two or more MEP firms on an as-needed basis for discrete, small projects, including evaluations, analyses, feasibility studies, schematic designs, preliminary and working drawings, field inspections, code compliance investigations, and complete contract documents for projects up to and exceeding $3,000,000. Work will be performed primarily on the Norfolk, Virginia campus. Low-voltage, telecommunications, and electronic security systems (Divisions 27 and 28) are excluded from this term contract. ODU Technology Services will furnish and install them, and the MEP design team must coordinate potential locations with the owner's contracted design team.

The contract term is one year, with three additional one-year renewals at the agency's discretion. The agency may award up to four contracts. Three existing MEP design contracts held by Ascent Engineering Group, Inc., J.P. Harvey Engineering Solutions, and PACE Collaborative expire between February 1 and June 23, 2027. Under those contracts, ODU has issued approximately 32 project orders totaling approximately $1.97 million. Pricing terms will be set through the evaluation process. Evaluation considers qualifications, expertise, current workload, capabilities, performance record, and location relative to projects. No weighting is stated. Each purchase order under the term contract carries an eVA transaction fee assessed on the order's issue date.

The question cutoff was 11:00 a.m. on October 20, 2026, and no pre-proposal conference will be held. Addendum #1, posted October 22, 2026, makes Forms AE-1 through AE-6 optional and allows a signed addendum acknowledgment after the closing date, though it does not replace the signature on the original proposal. Proposals must be submitted through eVA. Proposals time-stamped after 11:01 a.m. on November 6 will be returned unopened. Inquiries go to Samantha Parker at s1parker@odu.edu.
