About this file
This addendum provides clarifications to RFP #27-ODU-05-SLP, issued by Old Dominion University's Department of Procurement Services on October 7, 2026, for a term contract for professional mechanical, electrical, and plumbing (MEP) architectural and engineering design services. The RFP closing date is November 6, 2026, at 11:00 AM, with proposals time-stamped after 11:01 AM to be returned unopened. Firms without Division of Engineering and Buildings (DEB) reviewed and approved project experience may still apply but will be evaluated and scored lower than those with such experience. The scope clarifies that low-voltage systems, telecommunications infrastructure, and electronic security systems (Divisions 27 and 28) will be owner-furnished and owner-installed by ODU Technology Services and are excluded from the MEP term contract; however, the MEP design team must coordinate potential locations for these systems with the owner's contracted design team. No specific Small, Women-owned, and Minority-owned Business (SWaM) participation percentage goal has been established, though SWaM participation will be evaluated per the RFP sections.
Relevant firm experience may include comparable higher education institutional experience utilizing DEB-like standards from universities such as George Mason University and the University of Virginia, as well as standalone project design contracts and community college projects demonstrating relevant MEP design experience. Proposal submission through eVA is the required method; hard-copy and thumb-drive submissions are optional and not required for responsiveness. The addendum clarifies that Forms AE-1 through AE-6 are optional, and firms utilizing the Commonwealth's Small Businesses and Businesses Owned by Women and Minorities Data Forms must provide SWaM participation information as required. A signed acknowledgement of the addendum may be submitted after the RFP closing date and does not substitute for the required signature on the original proposal document.

ADDENDUM NO. 01 TO ALL OFFERORS:
DATE: October 22, 2026
REFERENCE: RFP #27-ODU-05-SLP
DATE ISSUED: October 7, 2026
PROJECT: TERM CONTRACT for Professional Mechanical, Electrical, and Plumbing
Architectural/Engineering Design Services
FOR DELIVERY TO: Old Dominion University Department of Procurement Services 4401 Powhatan Ave., Room 111 Norfolk, VA 23529-0308
RFP CLOSING DATE: November 6, 2026, NLT 11:00 AM (Proposals Time Stamped 11:01 AM or later will be returned unopened)
The following changes/clarifications have been applied to the RFP:
1. If we do not have relevant experience for 5 Higher ED DEB reviewed and approved projects, can we still apply?
Response: Yes, firms without the requisite experience may still respond. The University's intent is to receive responses that demonstrate experience with Division of Engineering and Buildings (DEB) reviewed and approved projects and is not limited solely to projects performed for Commonwealth institutions of higher education. Responding firms that do not have experience with DEB may be evaluated and scored lower than those that do.
2. Will the electrical engineering scope include auxiliary low-voltage systems, telecommunications/data infrastructure, or electronic security systems? Examples include:
- Division 27 – Telecommunications: Structured cabling, fiber-optic infrastructure, telecommunications rooms and pathways, Wi-Fi infrastructure, telephone systems, and audiovisual systems.
- Division 28 – Electronic Security: Electronic access control, video surveillance, intrusion detection, intercom systems, and associated security infrastructure.
Response: No, low-voltage systems and electronic access control will be Owner Furnished Owner
Installed (OFOI) by ODU Technology Services (IT) via Classroom Central. These services will not be part of the MEP term contract. The MEP design team will be expected to coordinate locations with the Owner’s contracted design team such as low-voltage systems and electronic access control and similar items that fall under Division 27 & 28.
Addendum 1
RFP 27-ODU-05-SLP
3. If these systems in question #2 are anticipated under the term contract, does ODU expect proposing MEP firms to include a qualified telecommunications and electronic security specialty consultant as part of their A/E team, or will these services be procured separately?
Response: No, the design and installation of Division 27 and 28 products fall upon the Owner (ODU) to supply and furnish the design and installation of these products. The MEP term contractor will be expected to factor potential locations for these products in coordination with the MEP design documents.
4. Is there a specific SWaM goal/percentage that we should meet in our teaming efforts?
Response: No specific SWaM participation percentage has been established for this solicitation;
however, SWaM participation will be evaluated in accordance with Section VI and Section VIII of the RFP.
5. Please confirm the correct form name and number needed to fulfill Section VII Item C, "Small
Businesses and Businesses Owned by Women and Minorities", as the link provided is broken. Is this form the same as the one mentioned in Section VII, Item C, #4 "Participation of Small
Businesses and Micro Businesses"?
Response: Yes. The forms referenced in Section VII.C and the information required under Section
VII.C.4 (SWaM Data) address the same requirement. Offerors should complete the
Commonwealth's "Small Businesses and Businesses Owned by Women & Minorities Data Forms" and provide the SWaM participation information required in Section VI. The forms are available through the Commonwealth forms website referenced in the solicitation.
6. Section VII, Item 1 - This entire section is in regards to previous Term Contracts that our firm has held, until item J at the bottom, which seems to be in reference to standalone projects not part of a term contract. Please confirm if we can submit standalone projects?
Response: Yes. In addition to term contracts, Offerors may submit relevant standalone project design contracts in accordance with Section VII.C.1.j.
7. Section VII, Item F - are proposers required to submit original hard copies and thumb-drive copies in addition to submitting digitally on eVA?
Response: No. The solicitation states that proposals must be submitted through eVA by the due date and time. Section VII.F states that Offerors "may also submit" one signed original and one thumb drive copy. Therefore, hard copy and thumb drive submissions are optional and not required for responsiveness.
8. Are we able to show experience with other DEB-like standards (such as GMU's and UVA's
HECOM standards?)
Response: Yes. Comparable higher education experience utilizing standards similar to DEB requirements may be included. Offerors should clearly describe the relevance of that experience.
9. Can we include community college experience in the Relevant Firm Experience section?
Addendum 1
RFP 27-ODU-05-SLP
Response: Yes. Community college experience may be included where it demonstrates relevant higher education MEP design experience and is comparable to the services contemplated by this solicitation.
10. On page 12 of the RFP, Paragraph E indicates that proposals must be submitted electronically through eVA. However, Paragraph F references submission of an original hard copy and a thumb drive. Please clarify whether a hard-copy submission is required for all submitting firms, or whether Paragraph F applies only to firms electing to use Forms AE-1 through AE-6 and/or submit supplemental materials, as referenced in Paragraph D.
Response: Proposal submission through eVA is the required method of submission. The reference in Paragraph F states that Offerors "may also submit" one signed original hard copy and one thumb drive copy is optional and is not a requirement for proposal responsiveness. Firms submitting proposals through eVA are not required to provide hard-copy or thumb-drive versions of their proposals, regardless of whether they utilize Forms AE-1 through AE-6 or include supplemental materials.
NOTE: A signed acknowledgement of this addendum may be submitted after the specified closing date and time for this RFP. Signature on this addendum does not substitute for your signature on the original proposal document. The original proposal document must be signed.
Sincerely, Samantha L. Parker Procurement Manager - Construction
