About this opportunity
The City of Albany, Georgia Procurement Division is requesting sealed proposals for the purchase, absolute acquisition, and adaptive reuse of the City-owned building at 218 N. Washington Street, Albany, Georgia, with proposals due October 13, 2026, and a mandatory pre-proposal conference on September 21, 2026. The City strongly encourages participation by Small Business firms and minority-owned enterprises, though no formal set-aside or participation goal is stated.
The property, the former Water, Gas & Light building, comprises approximately 5,100 square feet and requires comprehensive renovation and adaptive reuse. The selected developer must complete interior overhaul, structural stabilization, and modernization of building systems while preserving historic masonry and maintaining the original exterior brick envelope without painting or sealing. Respondents must conduct their own physical, legal, and environmental due diligence; the property will be sold as-is unless otherwise negotiated.
Evaluation employs seven weighted criteria: Development Concept & Downtown Revitalization Concept (25%), Financial Capacity & Project Feasibility (20%), Experience & Qualifications (15%), Acquisition Proposal & Transaction Terms (15%), Schedule (10%), Economic & Community Impact (10%), and Financial Offer Validation (5%). Proposers must provide proof of financial capacity through proof of funds, bank financing letters, investor documentation, or comprehensive development budgets. Commercial general liability insurance of at least $1 million per occurrence and $2 million annual aggregate is required, along with Workers' Compensation certification and compliance with the Georgia Security and Immigration Compliance Act.
Proposals must include one original, six physical copies, and one searchable PDF on USB. Written questions are due October 6, 2026. No compensation is provided for proposal preparation; payment occurs only upon execution of a Property Purchase and Development Agreement approved by the City of Albany Board of Commissioners.
