About this opportunity

Henry County, Georgia is requesting proposals for employee benefit consulting and broker services under RFP 27-01, with proposals due August 11, 2026 at 3:00 p.m. via the County's eProcurement Portal. No set-asides or preferences are identified.

The scope encompasses comprehensive benefit program acquisition, implementation, and maintenance services including plan analysis and comparison, carrier relationship management, dedicated account representatives, Section 125 Cafeteria Plan administration, COBRA and HIPAA compliance, employee call centers, enrollment services, and ongoing education and legislative updates. Proposers must hold current and valid occupational licenses from the State of Georgia and provide proof of Errors and Omissions coverage prior to award.

Evaluation criteria are weighted as follows: qualifications and relevant experience (35 points), experience and availability of key staff (30 points), methodology and technical approach (30 points), cost proposal (5 points), and optional oral presentations (up to 15 additional points). The cost proposal is evaluated on a tiered scale: low conforming proposals receive 5 points; proposals within 5 percent of the low bid receive 4 points; proposals within 7 percent receive 2 points; all others receive 1 point. The County reserves the right to negotiate fees and scope with the highest-ranked proposer, and if negotiations fail, with the second-ranked proposer.

Proposers must submit three professional references, resumes of key personnel, organizational charts, project experience from the past five years, and detailed fee schedules for all services including commissions on medical and dental insurance, flexible spending accounts, disability insurance, life insurance, and other benefit products. All proposals require executed affidavits, non-conflict of interest certifications, Georgia Security and Immigration Compliance documentation, and acknowledgment of any addenda; failure to comply results in non-responsive proposals.

Questions are due July 28, 2026 at 3:00 p.m., and the first addendum deadline is August 4, 2026 at 3:00 p.m. Contract term will be determined following evaluation of the successful consultant's submitted timeline. No incumbent is identified.
