About this opportunity
Henry County, Georgia, is seeking proposals for an annual on-call paving services contract through RFP #26-20. The county requires qualified vendors to provide comprehensive paving services, including milling, resurfacing, crack sealing, shoulder building, and pothole patching for unincorporated county roads. All contractors and subcontractors must be pre-qualified with the Georgia Department of Transportation (GDOT) and capable of providing asphalt paving, material supply, equipment, traffic control, and labor supervision. The procurement follows a competitive proposal process with evaluation criteria weighted as follows: Qualifications and Experience (35 points), Experience and Availability of Key Staff (25 points), Methodology and Technical Approach (35 points), and Cost Proposal (5 points), with potential oral presentations adding up to 15 additional points. Key dates include a proposal submission deadline of January 30, 2026 at 3:00 PM, with clarification requests due by January 16, 2026, and addendum posting deadline of January 23, 2026. The initial contract term is one year with two potential one-year renewals, subject to 60-day prior renewal decisions.
The county encourages participation from small, minority, veteran-owned, female-owned, and disadvantaged businesses, though no specific Disadvantaged Business Enterprise (DBE) benchmarks are established. Contractors must maintain comprehensive insurance coverage, including Workers Compensation, Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($2,000,000). A local vendor preference is available for responsive proposals within 5 percent of the lowest out-of-county bid. Contractors are required to comply with the Georgia Security and Immigration Compliance Act and maintain a drug-free workplace certification. While the RFP does not specify a total contract value or funding amount, it is structured as a unit-price contract with no guaranteed minimum or maximum quantities. Price increase requests are strongly discouraged and would require Board of Commissioners approval if submitted in writing 60 days prior to contract renewal.
