About this opportunity

The Alamo Area Council of Governments (AACOG), a political subdivision of the State of Texas, is requesting proposals for commercial janitorial services at the Titan Building (2700 NE Loop 410, San Antonio) and Titan Plaza (8200 Perrin Beitel Road, San Antonio) with proposals due September 18, 2026 at 4:00 p.m. Central Time. AACOG encourages HUB (Historically Underutilized Business) participation and strives to award at least ten percent of total annual contract value to HUB vendors when practicable.

The combined service area spans approximately 125,000 square feet across six floors at Titan Building and one floor at Titan Plaza. Services include routine office and common area cleaning, restroom sanitation, floor and carpet care, window cleaning, pressure washing, day porter coverage from 10:00 a.m. to 2:00 p.m. Monday through Friday, sanitation and disinfection response, and water extraction. The contractor must furnish all labor, supervision, equipment, tools, cleaning supplies, and materials.

AACOG intends to award one contract for an initial one-year term with options to renew for up to four additional one-year periods, contingent on satisfactory performance, continued need, and funding availability. The contractor must maintain commercial general liability insurance with minimum limits of $1,000,000 personal and advertising injury liability and $5,000,000 products and completed operations aggregate.

Proposals are evaluated on three criteria: Experience & Qualifications (40 points), Pricing (40 points), and Staffing, Service & Quality Control Plan (20 points). Respondents must submit electronically as PDF via email with executive summary, narrative addressing evaluation criteria, separate monthly and annual pricing for each facility plus combined total, proof of insurance or letter of insurability, and required certifications. Site walkthroughs are available by appointment August 31 through September 4, 2026 between 9:00 a.m. and 4:00 p.m. Questions are due September 8, 2026 at 4:00 p.m., with Q&A posted September 10 at 4:00 p.m.
