The evaluation will utilize a 100-point scoring system, with points allocated across program effectiveness, learning standards alignment, assessment options, differentiated instruction, technology, professional development, cost, multi-language support, and cultural responsiveness. Key procurement dates include a release date of July 21, 2025, questions due by August 11, 2025, answers posted by August 15, 2025, and the proposal closing on August 21, 2025, with a tentative contract award subject to Board approval. The procurement emphasizes Minority and Women-owned Business Enterprise (MWBE) participation, with a district policy targeting 25% MWBE involvement in contracts over $25,000. Vendors must complete several mandatory documents, including a Non-Collusive Bidding Certification, W-9, Equal Employment Opportunity Employer Information Report, and a Subcontractor Listing and MWBE Utilization Plan. Electronic submissions are required through the Buffalo Public Schools BONFIRE portal, with specific technical requirements including compatible web browsers and file format restrictions. While no specific budget range is explicitly stated, the procurement covers approximately 850 students and requires comprehensive print and digital textbook materials. Vendors must provide both online demo accounts and physical print samples, with the understanding that the contract will not necessarily be awarded to the lowest-cost proposal. The district seeks a vendor capable of providing a comprehensive, adaptive learning solution that meets the diverse needs of students, including special education, English language learners, and advanced learners.
