About this opportunity

The Laredo Independent School District in Texas (Upton County) is soliciting proposals through RFP #26-011 for comprehensive elevator maintenance, inspection, and related services across its 41 elevators and chair lifts distributed throughout its facilities, which serve approximately 24,000 students across 33 educational institutions. The scope of work includes annual inspections to obtain certificates of compliance, preventive maintenance plan execution, emergency repairs, and compliance with all applicable federal, state, and local safety codes and regulations. Qualified vendors must possess current state certifications and licenses for elevator maintenance and inspection, demonstrate relevant experience with multiple elevator manufacturers (including Dover, Otis, KONE, Schindler, and Garaventa), maintain appropriate liability insurance with minimum coverage of $2,000,000 for general liability and $1,000,000 for commercial auto liability, and provide documented evidence of past performance through at least four customer references. Evaluation of proposals will be based on a weighted 100-point scale consisting of purchase price (55 points), vendor reputation (10 points), quality of services (10 points), extent to which services meet district needs (10 points), past relationship with the district (5 points), total long-term cost (5 points), and customer service quality (5 points), with the lowest-priced qualified bidder receiving maximum points. Sealed proposals must be submitted by 2:30 p.m. Central Standard Time on May 12, 2026, to the Procurement Department at 2400 San Bernardo Avenue, 3rd Floor, Room #D322, Laredo, Texas 78040, or electronically through the District's Bonfire Portal; the District anticipates presenting recommendations for award at the next regularly scheduled Board of Trustees meeting following the submission deadline.

Vendors must comply with all federal and state certifications and regulatory requirements, including federal compliance affirmations, non-boycott provisions, debarment verification through the System for Award Management, and state-specific certifications regarding energy company boycotts, firearm industry non-discrimination, and antitrust compliance. The District encourages proposals from small businesses, minority-owned firms, women's business enterprises, and labor surplus area firms, and vendors with Historically Underutilized Business (HUB) certifications are eligible to participate. All vendors must complete required disclosures, including submission of Form 1295 (Certificate of Interested Parties) to the Texas Ethics Commission and compliance with criminal background check requirements for employees with student contact. The contract term is one year with the possibility of two additional one-year renewals based on annual evaluation results, with prices remaining firm throughout the initial contract period; renewal vendors must submit new pricing at least 90 days prior to the renewal date with a minimum 12-month price guarantee. The District anticipates funding elevator services through its operational budget, though specific contract value ranges are not disclosed in the procurement documents. Performance and Payment Bonds are required for contracts exceeding $100,000 and $25,000 respectively, and the District reserves the right to award to multiple vendors, negotiate with top proposers, or reject any or all proposals.
