About this opportunity
The City of Fairburn, Georgia, in Fulton County, is issuing Request for Proposals (RFP) 26-008 for retention pond cleaning, maintenance, and sediment removal services at two locations: Woodland Hills Pond #1 and Woodcliff Court Pond #2. The procurement seeks qualified contractors to restore pond capacity, improve water quality and drainage performance, and remove accumulated sediment, trash, and invasive vegetation in compliance with applicable environmental regulations. The scope of work includes dewatering, dredging or excavation of sediments, disposal of dredged material, vegetation removal, repair and cleaning of inlet and outlet structures, and site stabilization and restoration. Qualified contractors must demonstrate experience with a minimum of three similar projects completed within the last three years and must obtain all required permits prior to commencing work. Contractors must submit lump sum pricing for each pond separately and combined, along with unit prices for dredging per cubic yard, hauling per cubic yard per mile or as lump sum, dewatering per day, and mobilization/demobilization costs. The evaluation will be based on Experience and Qualifications (25%), Work Plan and Methods (25%), Price and Value (25%), Environmental Protection and Safety (15%), and References and Past Performance (10%), with award determined on best overall value rather than lowest price alone. A mandatory pre-proposal site visit is scheduled for May 13, 2026, at 10:30 a.m. at 110 Woodland Hills Drive, Fairburn, Georgia 30213; written questions must be submitted by 4:00 p.m. on Monday, May 18, 2026; and proposals must be submitted electronically via Bidnet no later than 2:30 p.m. local time on Thursday, June 4, 2026.
The RFP does not specify set-aside designations or restrictions limiting participation to particular types of organizations or disadvantaged enterprises. Contractors must comply with Georgia's E-Verify requirements, drug-free workplace standards, and provide debarment certification. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000, Workers' Compensation at statutory limits, and Pollution Liability of $1,000,000. If the contract value exceeds the applicable threshold, 100% performance and payment bonds are required. The contractor must provide a one-year workmanship warranty for stabilization work, with payment made monthly based on measured quantities and completed work, and final payment upon receipt of disposal manifests and final acceptance. No incumbent vendors, current contractors, or specific budget ranges are identified in the procurement documents.
