About this opportunity

The City of Springfield, Georgia is soliciting proposals for residential solid waste collection and disposal services under RFP 26-004, with proposals due November 3, 2026 at 2:00 p.m., and shortlisted companies interviewed November 5, 2026.

The scope covers once-per-week residential curbside pickup using contractor-owned 96-gallon carts for approximately 1,200 household customers, plus weekly service to five City facility dumpsters and two public cardboard dumpsters. The contractor assumes cart ownership and replacement under normal wear and tear, and manages all disposal at fully permitted Subtitle D municipal solid waste landfills. Pickup may occur any time from 7:00 a.m. onward; the current collection day is Monday but vendors may propose changes with 30 days' notice to residents. The scope excludes recycling, bulk waste, and yard waste collection from base pricing, though vendors may propose these as optional add-ons. Special wastes including construction debris and items exceeding 200 pounds are billed directly to customers by the vendor and remain outside the standard service scope. Vendors must provide monthly reporting of waste composition and amounts and program improvement suggestions.

Current pricing is $14.00 monthly per household for the first cart and $7.92 for each additional cart. Vendors must propose pricing for Years 1–3, renewal Years 4–5, and renewal Years 6–7. Vendors may propose escalation provisions as attachments. The contractor bills the City monthly on net 30; the City maintains direct billing relationships with residents.

Evaluation weights are: compliance (10 points), understanding of services (20 points), services to be provided (25 points), company qualification (10 points), Effingham County performance history (5 points), and cost (30 points). Proposers must provide minimum five references from similar municipal projects, no more than 30 percent from outside Georgia. A Payment and Performance Bond of $25,000 is required at award. Required insurance: Worker's Compensation (Statutory), General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000 per person/$1,000,000 each occurrence), and Excess Umbrella Liability ($1,000,000 each occurrence).

Questions are due October 21, 2026 at 11:00 a.m., with answers by October 23. The City Council is expected to select a preferred proposer on November 10, with final contract approval anticipated December 8, 2026. The contract commences April 1, 2027, upon expiration of the current contract on March 31, 2027.
