About this file
This is a Costs Table Form (Attachment II) for RFP 26-004 Residential Solid Waste Collection and Disposal issued by the City of Springfield, Georgia. The City is soliciting proposals from qualified companies to provide weekly curbside pickup of residential garbage using contractor-owned 96-gallon carts for approximately 1,200 household customers. The service scope includes one pickup day per week with provisions for holiday scheduling adjustments and does not include recycling, bulk waste, or yard waste collection. Pickup may occur at any time from 7:00 AM onward, and the current collection day is Monday, though vendors may propose changes with 30 days' notice to residents. The contractor will bill the City on a monthly net 30 basis, while the City maintains direct billing relationships with residents. The contract may be structured using either vendor-provided or city-provided terms, with no stated preference by the City.
Bidders must submit proposed monthly charges per household for the base cart service across Years 1-3, renewal Years 4-5, and renewal Years 6-7, as well as pricing for additional garbage carts with no current cap on quantity. The current pricing is $14.00 for the first cart and $7.92 for each additional cart. The vendor is responsible for cart and dumpster ownership with replacement provided at no charge under normal circumstances; any proposed fees for replacement outside normal wear and tear must be specified. Vendors may propose escalations or adjustments (such as CPI or fuel-based adjustments) as attachments to the form. Optional added services such as recycling, bulk collection, and yard waste may be proposed separately but must not be included in the base residential solid waste pricing. Special wastes including garden debris exceeding collection limits, construction debris, oversized items, propane tanks, and bulk items exceeding 4 pieces or 200 pounds are currently billed directly to customers by the vendor upon request and remain outside the standard service scope.

RFP 26-004
Notes:
• Vendor owns carts and dumpsters. Replacement has been at no charge in all circumstances for the current vendors contract. If a fee is proposed for replacement outside of normal wear and tear – bidder should specify those fees.
• Roughly 1200 customers. Just household trash. Some office/retail buildings do utilize residential trash carts but any needs for commercial dumpsters are not handled through City sanitation service.
• No streets that cannot accommodate a collection vehicle to our knowledge.
• Vendor should establish one day per week for pickup, if a holiday falls on that day pickup should occur on the following business day and should not delay the next regularly scheduled pickup.
• Contractor will bill the city on a monthly net 30 basis.
• The city bills residents directly.
• Changes to current collection days are permitted but a map and minimum 30 days notice should be provided to the residents when at all possible. Current pickup day is Monday.
• Currently side loaded garbage trucks are used – city does not have a preference on rear or side loaded.
• The city will not be providing historical solid waste tonnage.
• Earliest pickup time is 7am for collection days.
• Current Pricing is $14 first cart and $7.92/additional cart.
• Pricing is just for solid waste, no recycling, bulk, or yard waste services are being requested; however, pricing may be provided if this is something you think council should consider. These should be listed as optional added services and not included in residential solid waste pricing.
• Contract can be vendor or city provided to begin negotiations – no preference by the city.
Additional Clarifications:
