About this opportunity

The California Public Utilities Commission is requesting proposals for a Statewide Access Fund Administrator to administer the Access for All Program in geographic areas lacking Local Access Fund Administrator coverage, with proposals due October 1, 2026 by 10:00 a.m. Pacific Time under RFP 25NS1040.

The contractor will serve 38 counties as of July 3, 2026, administering the Access for All Program to incentivize expansion and availability of on-demand wheelchair accessible vehicle (WAV) transportation services for people with disabilities. Primary responsibilities include establishing and executing Access Provider solicitation processes, selecting eligible Access Providers to receive Access Fund moneys, obligating available funds, developing evaluation criteria, maintaining a program website, conducting customer surveys, engaging with disability communities, and submitting consolidated quarterly reports to the CPUC.

Key deliverables include a project work plan, quarterly reports on Access Provider solicitation progress, an Access Provider solicitation process with evaluation criteria, consolidated quarterly Access Provider reports, a website, a self-assessment report, customer surveys, and regular meeting participation and communications logs. The contractor must liquidate Access Provider funds within one year of obligation (by June 30, 2028). Funding is contingent on appropriations from Transportation Network Company (TNC) Access Fee revenue ($0.10 per TNC trip originating in California), TNCs' own investments in WAV expansion by geographic area, and participation by Local Access Fund Administrators.

The total available funding for the initial contract term (January 1, 2027 through September 30, 2028) is $8,949,524.85, with a maximum of 15 percent ($1,342,428.73) allocated to the contractor for administrative costs and the remaining 85 percent ($7,607,096.12) allocated to Access Providers. The contractor's maximum administrative cost bid may not exceed $1,342,428.73 or proposals will be automatically disqualified. Three optional one-year extensions are available at maximum costs of $3.3 million, $4.7 million, and $5.3 million respectively. Hourly rates for each deliverable across five staffing categories must remain consistent across all optional amendments. Travel costs are not reimbursed separately but must be included in the contractor's rates. The contractor must comply with California General Terms and Conditions (GTC 02/2025) and Contractor Certification Clauses (CCC 4/2017).
