About this opportunity

The Alaska Department of Transportation & Public Facilities, Division of Statewide Aviation, has issued Request for Proposals (RFP #2525H069) for the management, administration, and operation of state-owned parking facilities at the Kodiak Benny Benson Airport. The procurement seeks a contractor to manage both public and non-state employee parking areas across three distinct lots: Lot A (Short Term - 85 spaces), Lot B (Long Term - 181 spaces), and Lot C (Employee Parking - 39 spaces). The initial contract term runs from approximately March 28, 2025, through February 29, 2030, with potential renewal options extending through February 29, 2040. Bidders must demonstrate at least two years of parking facility management experience with $50,000 annual gross revenues and a minimum vehicle capacity of 50, or alternatively possess 5 years of professional business experience. Evaluation criteria include demonstrated experience (150 points), parking facility operations (150 points), project milestone schedule (200 points), cost proposal (400 points), and Alaska offeror preference (100 points), totaling 1,000 possible points. A pre-proposal conference was held via Microsoft Teams on February 12, 2025, and the final proposal submission deadline is March 11, 2025, at 2:00 PM Alaska Standard Time.

The RFP includes provisions ensuring nondiscrimination and accessibility, specifically noting that disadvantaged business enterprises will be afforded full opportunity to submit bids without discrimination on grounds of race, color, or national origin. Bidders with disabilities are accommodated through special arrangements with the Division of Supply & Services. The contract will operate under a management fee structure where the contractor receives a percentage of monthly revenue after operating expenses are deducted. Bidders must submit a $2,000 bid guarantee, maintain a $25,000 per employee fidelity bond, and provide a surety bond for the total contract value. Currently, the Kodiak Airport provides free, unmanaged parking and serves approximately 82,000 enplanements annually. Rental car companies will operate under $625 annual multi-space permits, and their spaces will be managed by the new parking contractor. While current employee parking is free, the new contract may allow for potential future fee implementations for employee parking areas.
