About this opportunity
Chemeketa Community College in Marion County, Oregon, is seeking a digital ID system replacement for its current physical student identification cards through Request for Proposal (RFP) #2304. The procurement aims to transition from traditional ID cards to a mobile phone-based digital ID solution that enables students to access campus services, including printing and library book checkout, while eliminating physical ID printing stations. The college requires a comprehensive digital ID system that can integrate with its existing enterprise systems, specifically the Banner system, and support approximately 7,500 students. Proposers must provide a digital ID platform with mobile application capabilities, photo synchronization features, and the ability for students to upload and have photos approved. The RFP evaluation will assess proposers based on their firm's background, digital ID system features, implementation and support capabilities, value-added options, and pricing. Key deadlines include an initial proposal submission date of April 27, 2023, at 1:00 pm local time, with an anticipated implementation deadline of September 1, 2023. The college currently uses LegendID BadgePass with CD800 printers and seeks a solution that can seamlessly replace these existing systems.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The current incumbent technology includes LegendID BadgePass and CD800 printers, which the new digital ID system must integrate or replace. The college currently requires integration with its Banner system and needs a solution that can synchronize student photos and support barcode functionality for printing and library services. While specific budget ranges are not detailed in the documents, the procurement indicates a three-year contract with optional fourth and fifth-year pricing extensions. The digital ID system must not include NFC or Bluetooth contactless access capabilities and will be responsible for providing a mobile application that students can use across campus services. The college will award the contract to the most responsive and responsible proposer whose solution best serves the institution's interests, reserving the right to negotiate final contract terms and conditions.
Opportunity text
The College is seeking to replace physical ID cards with digital ID Cards that can be used on a student's phone. This will allow the College to shut down nearly all ID printing stations and realize the associated savings, e.g., maintenance, service, printer ribbons and blank cards. In its place of a physical card, a student will have a digital ID on their phone that can be used anywhere they were using their ID card, including printers and to check out library books.
