About this file

This document is Addendum #2 to Request for Proposal (RFP) #2304 Digital ID System issued by Chemeketa Community College located in Marion County, Oregon. The college is seeking to replace physical student ID cards with digital ID cards that can be used on a student's phone. This will allow the college to shut down nearly all ID printing stations and realize the associated savings. The addendum provides clarifications to the scope of work, including that the proposer is not responsible for eliminating current ID printing systems or providing new barcode scanners. The college's current enrollment is approximately 7,500 students, and they currently use LegendID BadgePass with CD800 printers for card production.

The addendum also provides responses to various proposer questions, including the use of digital IDs on campus, the preferred method for synchronizing student photos with the college's Banner system, and the use of barcodes on the digital IDs for printing and library checkout. The college is interested in allowing students to upload their own photos for the digital IDs and having the ability to approve those photos. The digital IDs will not include NFC or Bluetooth capabilities for contactless access.

Addendum #2 to Request for Proposal (RFP) #2304 Digital ID System

April 24, 2023

To: All Proposers of Record

This Addendum #2 to RFP #2304 Digital ID System, is hereby incorporated and made part of the solicitation documents. The College offers the following answer to Proposer questions, changes in the Scope of Work, and clarifications:

1. Clarification: Scope of Work, Item #7 and Item #8 - It is not the responsibility of the Proposer to eliminate

4 of the current ID Printing Systems and provide 7 new barcode scanners to check out books at the library.

2. Deletion: Scope of Work, Item #5 is deleted in its entirety.

3. Clarification: ID pictures will not be viewed using the Proposer’s application. ID pictures will be stored in, and retrieved from, Banner.

4. Question: What is the College’s current enrollment?

College response: Approximately 7,500 students.

5. Question: What are you using for card production today?

College response: LegendID BadgePass, with CD800 printers.

6. Question: How many PaperCut print stations/MFPs does the College have today?

College response: 6.

7. Question: Where on campus do students use the physical ID card today?

College response: Students use the cards to check out books from the library (using the barcode), the printers (currently using the magnetic strip), and when they need to show the ID card to gain access to some classes and events to prove they are a Chemeketa student.

8. Question: Are there any other locations where the Digital ID would be used such as foodservice, vending, laundry, access control or exam proctoring?

College response: Not at this point and time. The cards are used only at the Library and for the Printers (with the barcode), and other places to show that the student is a Chemeketa student.

9. Question: Does your Event Check-in have a USB port?

College response: The College is not set up to check in students for events yet, other than just physically showing the ID.

10. Question: Please describe the devices used today.

College response: If this is a reference to phones, Apple and Android. If this is a reference to devices that need to read the barcode from their phones, the College is currently looking into devices that read off a phone. There will be new scanners for the printers (magnetic strip currently, will need barcode scanners), and possibly new scanners for the library.

11. Question: What is the preferred method of synchronizing the photo with Banner? Banner calling an API to retrieve the photo or providing the photo in a shared directory with the Student ID as the file name?

College response: The College has an identifier at Chemeketa called the “K#” which each student has. The picture will be named the same as their K#. As for how it's shared with Banner, that hasn't been decided yet.

12. Question: The RFP Scope of Work states “Students can email a digital picture of themselves to a specific place to have their digital ID set up”. Would it be preferred that students have the ability to upload their photo using a responsive website and possibly a government ID so that the photo can be approved for the digital credential?

College response: The College would have to verify the validity of the website, but yes that could be a solution.

13. Question: Will the barcode also be used at the print center?

College response: Yes. The College will be getting new scanners for the printers. The scanners will be able to read a barcode

14. Question: Will the App present an NFC/Bluetooth tap credential to a contactless reader?

College response: No.

15. Question: Will the barcode be generated by the App and shared with the library? Or provided for use in the App by Banner or the Library?

College response: The barcode will be created using information in Banner.

16. Question: Is there a specific library barcode format that will be used?

College response: Yes, there is a specific format for the barcode that will be shared. It's not based in the library, though, it's based in Banner.

17. Question: What number are you trying to pass through your Library System? Can this be passed through a USB connection?

College response: The library scanner reads the barcode on the ID, and relates that back to Banner to find out the student information for the book checkout.

Continued on next page.
