About this opportunity
The Alaska Department of Corrections, Division of Health and Rehabilitation Services, is soliciting proposals for Substance Use Disorder treatment services at Wildwood Correctional Center in Kenai, Alaska, with proposals due October 12, 2026 at 2:00 PM Alaska Standard Time under Amendment 8 to RFP 2027-2000-0046. Prospective bidders must register with Procurement Specialist Allan Oyao at allan.oyao@alaska.gov or (907) 269-5910 upon downloading documents; failure to register may render proposals non-responsive. Alaska offeror preference of 10 percent applies to the evaluation criteria.
The scope includes comprehensive SUD treatment services: screenings, assessments, brief interventions, referrals to treatment, and release planning. Two core programs are required — a Residential Substance Abuse Treatment (RSAT) program designated ASAM Level 3.5 serving up to 24 participants over 26 weeks, and a Psycho-Educational program designated ASAM Level 0.5 serving up to 30 participants over six weeks. Services must be delivered on-site only; virtual delivery is not acceptable. The contract requires up to four full-time equivalent positions: one coordinator and three treatment staff. All staff must hold Qualified Addiction Professional (QAP) full approval or provisional approval from the Alaska Department of Health, Division of Behavioral Health. Offerors must obtain a minimum provisional approval certificate under 7 AAC 70.030 prior to contract award. For-profit staffing agencies, nonprofits, and political subdivisions are eligible. The contractor is responsible for all administrative functions, office support, supplies, equipment, curriculum, treatment materials, and support services; continuing education up to eight hours per fiscal year per FTE is billable at the hourly rate.
The initial contract term runs July 1, 2026 through June 30, 2027, with one optional renewal through June 30, 2028, contingent upon legislative appropriation. This is a firm fixed-price contract; budget is established by the Department of Corrections but funds are limited and cost negotiations may be necessary. Evaluation allocates 40 percent to contract cost, 20 percent to understanding of the project, and 10 percent each to experience and qualifications, methodology, management plan, and Alaska offeror preference. Payment is due within 30 days of invoice receipt; the state receives a 5 percent discount for payment within 15 business days. Proposal evaluations are scheduled for completion by August 10, 2026, notice of intent to award August 13, 2026, and contract start September 1, 2026.
