About this file

This document is Amendment #5 to RFP 2027-2000-0046 issued by the State of Alaska Department of Corrections, Division of Administrative Services, for Substance Use Disorder (SUD) Treatment Services at Wildwood Correctional Center (WCC) in Kenai, Alaska. The amendment, issued on August 24, 2026, addresses questions and answers from potential offerors regarding provider qualifications and approval requirements. Offerors must sign and return the amendment signature page with their proposals, or risk rejection. All other terms and conditions of the original RFP remain unchanged except as specifically addressed in this amendment.

The amendment clarifies that while national accreditation is not required, offerors must obtain a minimum provisional approval certificate from the State of Alaska Department of Health, Division of Behavioral Health, under 7 AAC 70.030 to provide SUD services on behalf of the Department of Corrections. The amendment confirms that for-profit staffing agencies are eligible to participate in the RFP alongside nonprofits and political subdivisions, provided they meet all minimum required experience and qualification criteria outlined in the original solicitation. Prospective offerors are directed to contact the Division of Behavioral Health for questions regarding the approval process and should register with Procurement Specialist Allan Oyao at allan.oyao@alaska.gov or (907) 269-5910 to receive subsequent amendments and be added to the vendor list.

Question & Answer:

Question 1: Amendment #1's answer to our question 2 says we don't need national accreditation, so no timeline is needed. But your Amendment #4 said the 7 AAC 70.030 approval process through DOH DBH can start now, which only makes sense if some approval process is still required. Those two answers don't line up, and we want to make sure we're working from the right one.

Answer: As per the current guidance regarding becoming an approved provider from the Division of Behavioral Health (State of Alaska Department of Health), an offeror must possess, at a minimum, a provisional approval certificate to provide substance use disorder services on behalf of the Department of Corrections. Information regarding the approval of providers of behavioral services can be found at 7 AAC 70.030. Questions regarding approvals should be directed to the Division of Behavioral Health, State of Alaska Department of Health.

Question 2: Can a for-profit staffing agency participate in this RFP and qualify for whatever department approval is required, or is that pathway restricted to nonprofits or political subdivisions?

Answer: Yes, any individual or agency may participate in this RFP. However, the offeror must meet all minimum required experience and qualification criteria outlined in the solicitation. Any questions regarding the approval process should be directed to the Division of Behavioral Health, State of Alaska Department of Health
