About this opportunity

Calvert County Government is requesting proposals for complete interior renewal of the competition pool at the Edward T. Hall Aquatic Center in Prince Frederick, Maryland, under RFP 2027-002, with proposals due September 8, 2026, at 1:00 p.m. The mandatory pre-bid meeting was held September 2, 2026; attendance was required for bid eligibility.

The scope encompasses demolition of existing cementitious finish systems and bond coats; substrate inspection, testing, and repair of cracks, spalls, voids, and corrosion; preservation and selective replacement of submerged tile racing lines, cross-course markings, and wall targets; renewal of expansion and movement joints; resetting of drains, returns, lights, anchors, and embedded fittings; installation of new bond coat and Traditional White Plaster finish; delivery of a 28-day startup plan; and technical support during County-performed filling and water balancing. The competition pool is approximately 168 feet 2.5 inches by 75 feet 1 inch with 12,897 square feet of surface area and 639,345 gallons volume, containing three 18-inch main drains. Demolition shall begin between September 23 and October 3, 2026, with County-desired completion by November 15, 2026; bidders may propose alternate completion dates of December 1, 2026, or contractor-selected dates. An alternate bid item for commercial-grade white quartz aggregate finish is available.

Minimum qualifications require at least five years of documented experience completing commercial public-pool plaster renewal projects or ten years of combined residential and commercial plaster renewal experience, with at least five successfully completed projects within the previous five years including at least one commercial project. Contractors must hold a General Contractor License, be in good standing with the Maryland Department of Assessments and Taxation, and provide three references with at least one from a commercial project. Calvert County highly prefers bid bonds of 5 percent of bid amount and performance and labor/material payment bonds each of 100 percent of contract value; bond preference compliance will factor into evaluation and scoring. Award is made to the lowest responsible bidder. All proposals are binding for 160 calendar days following bid opening. The County is tax exempt; quoted prices must exclude federal and state taxes. Concealed defects discovered during demolition are excluded from the base bid and handled through change orders. Pool filling is County responsibility following final acceptance.
