About this file

This is a Questions and Answers document issued by Calvert County Government regarding RFP 2027-002 for the Edward T. Hall Aquatic Center Competition Pool Renewal project located at 130 Auto Drive, Prince Frederick, Maryland. Calvert County is soliciting proposals from qualified commercial swimming pool contractors to furnish all labor, materials, equipment, supervision, testing, temporary protections, disposal, startup planning, and technical guidance necessary to fully renew the interior of the competition pool. The project scope includes plaster removal, substrate inspection and repairs, and installation of new pool finish to provide a durable, watertight, uniform, and serviceable competition-pool finish suitable for continuous public and competitive swimming use. The construction period runs from September 15, 2026, through October 20, 2026, with the completion date of October 20, 2026, being a firm deadline that cannot be extended. Milestone dates are fixed and non-modifiable. The project involves coordination with multiple contractors, including HVAC and electrical contractors working concurrently within the natatorium, with the Project Manager and Department of Public Works Capital Projects Supervisor responsible for overall coordination.

The County has not disclosed an estimated construction budget and expects bidders to submit their most competitive offer based on the requirements outlined in the bid documents. There are no union labor requirements or Davis Bacon/prevailing wage requirements applicable to this project. Award will be made to the lowest responsible bidder based on technical proposal evaluation criteria outlined in Section 14 of the RFP, which includes consideration of relevant aquatic construction experience, subcontractor qualifications, project management capabilities, and ability to meet administrative requirements. The County will not remove the liquidated damages clause and has emphasized strict adherence to the fixed completion date. Concealed defects discovered during demolition, such as cracks, spalls, exposed reinforcing steel, voids, leaks, or structural deficiencies, are excluded from the base bid and will be handled through change orders. Pool filling is not included in the contractor's scope and will be the County's responsibility following final acceptance, with the contractor responsible for providing a 28-day startup plan guidance.

2 Do you have Union Requirements? There are no specific union labor requirements associated with this solicitation. Bidders remain responsible for complying with all applicable federal, state, and local labor laws.

3 Is the completion date considered an absolute deadline?

Yes, the deadline for completion is October 20, 2026.

4 If unforeseen substrate conditions are discovered after demolition, will contract time extensions be considered?

If unsatisfactory conditions of the substrate or any other material are discovered during demolition, the impact on timeline will be discussed at that time with the Project Manager.

5 Are there any milestone dates that cannot be modified?

Milestone dates shall not be modified. The deadline for completion is October 20, 2026.

6 Will the HVAC work be complete prior to the pool contractor mobilizing?

The scaffolding that is currently throughout the area will be removed by September 15, 2026. HVAC Contractors will still be working within the Aquatic Center, but the Pool Contractor will have access to the entire pool surface.

7 Will any other contractors be working in the natatorium during pool demolition and resurfacing?

HVAC Contractors and Electrical Contractors will still be working throughout the natatorium.

8 Who will coordinate activities between contractors?

The Project Manager in conjunction with the Department of Public Works Capital Projects Supervisor will be responsible for coordinating all activities between contractors.

9 Will HVAC equipment and ductwork be protected by the HVAC contractor or is this entirely the responsibility of the pool contractor?

Please refer to section 6.B on page 30 of the RFP titled Site Protection and Environmental Controls that outlines the minimum site protections required by Calvert County Government.

Please also refer to section 14.A.2 on page 40 of the RFP that states “The Contractor’s plan for controlling dust, silica, debris, humidity, temperature, ventilation, material storage, and other conditions that may affect the facility or the completed work” as part of the Contractor’s Technical Proposal submittal.

10 Will HVAC systems be shut down during plaster removal?

The HVAC system will be shut down during plaster removal.

11 What acceptance standard will be used to determine satisfactory cleanup upon completion?

The Contractor shall achieve 100% satisfactory completion of final cleanup requirements, including removal of temporary protections, equipment, waste, residue, labels, stains, and unused materials, and cleaning of the pool deck, gutter, coping, tile, fittings, equipment areas, and adjacent affected surfaces. Final inspection shall confirm that surfaces are clean, free of construction-related debris and residue, and undamaged by cleaning products or methods.

12 How will hidden structural deficiencies be handled if discovered?

If deficiencies are discovered during demolition, the impact on timeline and price, if any, will be discussed at that time with the Project Manager.

13 Will repairs beyond the anticipated scope be considered change-order work (potential tile marker damage from scaffold)?

Yes, any repairs beyond what is currently within the scope of work would be considered a necessary change order.

14 What documentation will the County require before authorizing additional repairs?

If additional repairs are needed, there will be a request for documentation of the deficiency, review of documentation with Project Manager and the Department of Public Works Capital Projects Supervisor, a cost estimate, an updated scope of work and a formal contract modification.

15 Who has final authority to determine that the shell is acceptable for new plaster installation?

Per Section 6.E on page 31 of the RFP titled Substrate Inspection, Testing, and Acceptance, “after demolition and cleaning, the Contractor, County, finish manufacturer’s representative, and County-designated consultant shall jointly inspect the exposed shell before repairs or covering work proceeds.”

16 Will the finish manufacturer's representative participate in that determination?

Yes, please refer to the answer above for question 15.

17 What level of incidental damage, if any, is considered acceptable during plaster removal?

Refer to page 19, clause on Care & Protection of Work.

Notwithstanding, industry standard best practices shall be followed to protest the surfaces during plaster removal. If damage were to occur, the level of incidental damage would be discussed at that point in time with the Project Manager.

18 If existing tile becomes loose due to existing substrate conditions rather than contractor negligence, how will repairs be handled?

Please refer to the answer for question 14.

19 Please clarify whether any work by other contractors is scheduled to occur concurrently within the natatorium during the pool renovation.

If so:

Who will be responsible for coordinating schedules?

How will delays caused by other contractors be addressed?

HVAC Contractors and potentially Electricians will be working concurrently within the natatorium at the same time as the Pool Contractor. The Project Manager and the Department of Public Works Capital Projects Supervisor are responsible for coordinating schedules.

The type of HVAC and electrical work taking place at this point should not impact the pool. If a potential conflict in work schedules were to take pace, the timeline impact would be discussed with The Project Manager and the Department of Public Works Capital Projects Supervisor.

20 The specifications require protection of adjacent construction and building systems. Please clarify the extent of the pool contractor's responsibility regarding:

Newly installed HVAC equipment Existing ductwork Electrical equipment Building finishes Damage resulting from activities of other contractors

21 The solicitation states that award will be made to the "lowest responsible bidder."

Please clarify whether the County's determination of responsibility includes consideration of:

Relevant aquatic construction experience Qualifications of proposed subcontractors Project management capabilities Ability to meet administrative requirements Similar public project experience

Please refer to section 14 on page 40 of the RFP that outlines the Technical Proposal requirements that will be evaluated to determine who the lowest responsible bidder will be. Additionally, please refer to section E on page 4 of the RFP that details the points/weight of each requirement.

22 Please provide clarification regarding the anticipated administrative requirements during construction, including:

Frequency of progress meetings Daily reporting requirements Required project documentation Submittal expectations Anticipated review times for submittals and change requests

Progress meetings shall be the milestone checkpoints/progress reviews detailed throughout the Scope of Work, such as section 6.E on page 31 of the RFP that states “After demolition and cleaning, the Contractor, County, finish manufacturer’s representative, and County-designated consultant shall jointly inspect the exposed shell before repairs or covering work proceeds.”

Recurring progress meetings outside of these milestone checkpoints and daily reporting are not required within this RFP. Submittals may be required throughout the duration of the project for items that pop up, such as deficiencies discovered during demolition.

Expectations and timeline impacted would be discussed and clarified then between the Pool Contractor, Project Manager, and the Department of Public Works Capital Projects Supervisor.

23 If silica dust or demolition debris is later discovered within newly installed HVAC equipment or ductwork, how will responsibility be determined if multiple contractors have been working within the facility?

As part of the standard inspection process, daily photos are completed throughout the entire HVAC project. Ductwork has been fully covered throughout the construction period and may still be sealed during plaster demolition. Calvert County Government recognizes that there will be multiple contractors working within the area at the same time and inspections will be taking place to ensure best practices are being utilized by all contractors.

24 If the project completion date is affected by unforeseen substrate conditions, owner-directed changes, inspection delays, manufacturer-required repairs, or coordination with other contractors, what provisions exist for adjustment of the contract time?

Any potential modification to extend the timeline shall be discussed with the Project Manager, and the Department of Public Works Capital Projects Supervisor.

25 What is the maximum duration that the County is willing/able to allow for?
