About this opportunity

The City of Eugene is requesting proposals for automobile rental service concessionaire contracts at Eugene Airport under RFP 20262028, with proposals due July 28, 2026 at 2:30 p.m. PST. The City anticipates awarding up to six five-year contracts, each with one optional five-year renewal term at the City's sole discretion. No ACDBE goal applies, though the City encourages small-business and disadvantaged-enterprise participation through subleasing and alternative contracting approaches.

Proposers may operate single-brand, dual-brand, or family-brand operations with a maximum of three brands per agreement. Each awarded concessionaire will operate a rental car counter area (minimum 266 square feet), utilize proportional allocations from a 146-space ready parking lot and 111,300-square-foot staging lot, a 11-lane return lot, and shared access to a consolidated Quick Turn Around facility with automated wash bays, fuel infrastructure, and vacuum stations. The contract term runs September 1, 2026 through June 30, 2031.

Financial structure requires each concessionaire to submit a Minimum Annual Guarantee for the first contract year, with subsequent annual MAGs reset to 85% of the previous year's actual concession fees paid. Concessionaires pay 10% of gross revenue if it exceeds the MAG, plus terminal counter area rent, ready parking space rent at $18.50 per space per month, return lot rent at the commercial ground lease rate, and QTA facility rent based on allocated square footage. Concessionaires must also collect and remit a Customer Facility Charge from customers.

Evaluation awards up to 100 points across experience (10 points), customer service plan (10 points), marketing plan (10 points), fleet condition (10 points), sustainability initiatives (10 points), and MAG submission (50 points). The highest MAG receives 50 points, descending to zero for ninth-highest bids or lower. A non-mandatory pre-proposal conference is scheduled for June 16, 2026 at 1:00 p.m. PST at Eugene Airport Terminal Mezzanine or via Microsoft Teams. The targeted Notice of Intent to Award is no later than August 6, 2026.
