About this opportunity

The Orlando Utilities Commission is requesting proposals for Emergency Response Safety Assessment Support Services under RFP 2026 PR 9187, with proposals due November 1, 2026 at 2:00 PM EST and a pre-response conference on October 1, 2026.

The scope is on-call post-disaster safety assessment and damage documentation following hurricanes, tornadoes, or other major natural or man-made disasters across OUC's service territory in Orange County and portions of Osceola County, including St. Cloud. Work includes identifying energized electrical hazards, inspecting utility poles, conductors, transformers, switchgear, and fuses, and assessing infrastructure damage. Assessors must deploy in properly equipped vehicles with company logos and provide required personal protective equipment and tools. Proposers must staff a minimum of five field assessment crews working twelve hours daily for seven consecutive calendar days during emergency events.

Minimum qualifications require five years of experience providing post-disaster safety assessment support services, OSHA electrical safety training for all personnel, valid Florida business registration, and three references from similar emergency assessment projects within the past ten years with preference for Central Florida experience. Key personnel must include individuals with electric utility design, line technician, or specialized storm restoration experience, and all staff must demonstrate English fluency and possess valid driver's licenses.

Insurance mandates include Commercial General Liability of at least $2,000,000 per occurrence, Commercial Automobile Liability of at least $1,000,000 per occurrence, and Workers' Compensation insurance with limits of at least $1,000,000 per occurrence. The contract term runs from the last execution date through May 31, 2028. Proposers submit firm fully burdened hourly rates for three labor classifications—Electrical Engineer, Electrical Technician, and Driver—covering 2027 and 2028, with separate pricing for straight time, overtime, and double-time. Equipment pricing includes hourly rates with and without fuel. OUC will issue individual purchase orders for each emergency event with not-to-exceed ceiling prices. Invoicing must separate FEMA-reimbursable safety costs from non-reimbursable damage observation costs. Questions and comments are due by October 19, 2026. Electronic submission through VendorLink is required.
