About this file
This is a Price Schedule Attachment for RFP 2026 PR 9187 Emergency Response Safety Assessment Support Services issued by the City of Orlando Utilities Commission (OUC) in Florida. The solicitation requests emergency response safety assessment support services to identify and document immediate safety hazards following natural disasters, specifically focusing on conditions such as downed power lines, damaged utility poles, exposed energized equipment, compromised structures, and flooding impacts. The pricing scenario requires proposers to staff a minimum of five field assessment crews working twelve hours daily (7:00 AM to 7:00 PM) for seven consecutive calendar days, with each crew consisting of personnel qualified to perform post-disaster safety assessments. Personnel must possess all required certifications, licenses, and OSHA training. Services include all mobilization, demobilization, travel, lodging, meals, fuel, supervision, and administrative support necessary for continuous operations throughout the response period.
Proposers must submit fully burdened labor rates for three classifications: Electrical Engineer, Electrical Technician, and Driver, with separate pricing for standard time, overtime, and double-time hours. Equipment pricing must include hourly rates both with and without fuel, as OUC reserves the right to reimburse fuel separately based on FEMA eligibility requirements and actual field conditions. All labor rates are fully burdened and include direct labor, overhead, fringe benefits, general and administrative costs, insurance, equipment, tools, and profit. The price schedule template provided includes sections for 2026, 2027, and 2028 pricing submissions. OUC will evaluate total scenario pricing and assign rankings accordingly, with the lowest total evaluated price receiving the highest ranking. The pricing scenario is intended solely for evaluation and comparison purposes and does not guarantee actual work quantities, staffing levels, or future work orders.

| Description: The following pricing scenario will be used solely for evaluation and ranking purposes as part of the overall proposal evaluation process. The scenario is intended to establish a consistent basis for comparing pricing among all Proposers and does not represent a guarantee of work, actual quantities, staffing levels, duration, or future work orders. |
Proposers shall complete this form based on the assumptions and requirements identified below. Scenario: Post-Hurricane Safety Assessment Response
Florida has declared a state of emergency following Hurricane Milton. After the hurricane passes through Central Florida, the City of Orlando experienced widespread impacts to electrical infrastructure, water facilities, chilled water systems, and related utility assets. OUC deployed Safety Assessors and supporting personnel to perform emergency field evaluations to identify and document immediate safety hazards and conditions affecting public safety and utility operations.
The purpose of the assessment is to support OUC’s emergency response and restoration planning efforts. Assessments shall focus on identifying and documenting safety-related conditions, including, but not limited to, downed power lines, damaged utility poles, exposed energized equipment, compromised structures, obstructed access routes, flooding impacts, unstable facilities, and other hazardous conditions. Although damage observations may be documented during these activities, only safety-related assessment activities are considered eligible under the designated Safety Assessment scope.
For evaluation of pricing scenario, Proposers shall assume the following:
1. The response period shall consist of seven (7) consecutive calendar days, beginning Monday and ending Sunday.
2. A minimum of five (5) field assessment crews shall be deployed each day throughout the seven-day response period.
3. Each crew shall work twelve (12) hours per day, from 7:00 AM through 7:00 PM.
4. Each crew shall consist of personnel qualified to perform post-disaster safety assessments and field documentation activities.
5. Assessors shall document and report safety hazards, structural concerns, infrastructure conditions, accessibility issues, and other field observations as directed by OUC.
6. Crews shall utilize all vehicles, equipment, communications devices, tablets, cameras, software, PPE, and other tools necessary to safely perform and document the assessments.
7. Personnel assigned to the work shall possess all certifications, licenses, and qualifications required to perform post-disaster safety assessment services, including applicable OSHA training and any other qualifications identified in the solicitation.
8. Pricing shall include all mobilization, demobilization, standby, travel, lodging, meals, fuel, overtime, supervision, administrative support, reporting, and incidentals necessary to provide continuous operations during the seven-day response period.
9. Proposers shall provide fully burdened labor rates and all associated pricing necessary to perform the scenario as described.
10. OUC reserves the right to request clarification of any pricing assumptions, calculations, or proposed staffing included in the pricing response.
