About this opportunity
Hays County Purchasing Office is requesting proposals for investment advisory services under RFP 2026-P17, with proposals due August 25, 2026 at 11:00 a.m. Central Time. The County seeks SEC-registered firms to provide non-discretionary investment advisory services for an estimated $80 million portfolio currently managed internally by the County Treasurer's office.
Minimum qualifications include five years of experience as an independent investment advisor for public agencies, appropriate state and federal securities licensing, and independence from financial institutions or full disclosure of any such relationships. Respondents must hold UEI registration or provide confirmation email and application confirmation if unable to complete registration before submission.
The investment portfolio comprises General Fund ($35 million), Special Revenue Funds ($5 million), Internal Service Funds ($5 million), Debt Service Funds ($5 million), and Capital Project Funds ($30 million), with capital project funds potentially reaching $350 million by October 1, 2027. Respondents must propose three fee structures: a flat annual rate covering all services, an asset-based structure expressed in basis points with tiered pricing across five portfolio levels from $0–$25 million through over $100 million, and hourly rates or per-visit charges. All proposed fees must include overhead, profit, lodging, meals, and transportation. The County will select the fee structure that best serves its interests. Respondents must also disclose any additional costs billable to the County and may propose optional pricing increases for renewal terms in Years 2–4.
The selected advisor will prepare monthly reports limited to funds and investments directly managed or facilitated by the advisor, in coordination with the Treasurer's Office. Broker selection must follow the County's 2026 Healthcare Investment Policy and use an approved broker list reviewed by the County.
Evaluation criteria are experience and qualifications (40 points), proposed cost (35 points), and capacity to perform, methodology, and approach (25 points). Optional interviews may precede award recommendation. The contract term is one year from execution with four optional one-year renewal periods. Anticipated award date is October 2026. Questions are due August 12, 2026 at 5:00 p.m. Central Time. Respondents must acknowledge Addendum #1 in their proposal; failure to do so may result in rejection.
