About this file

This is Addendum #1 to RFP 2026-P17 issued by Hays County Purchasing Office in Texas for an Investment Advisor position. The County Treasurer seeks to expand the County's investment portfolio through non-discretionary management services. The investment portfolio is estimated at $80 million, comprised of General Fund ($35 million), Special Revenue Funds ($5 million), Internal Service Funds ($5 million), Debt Service Funds ($5 million), and Capital Project Funds ($30 million), with capital project funds potentially reaching $350 million by October 1, 2027. The addendum clarifies that respondents must acknowledge receipt of this document and return it with their proposal; failure to do so may result in rejection. The County is currently managing investments internally through the County Treasurer's office. Respondents should propose a sliding scale fee structure indicating how annual fees would adjust if the total investment amount increases beyond the initial $80 million estimate.

The selected investment advisor will be responsible for preparing monthly reports limited to funds and investments directly managed or facilitated by the advisor, prepared in coordination with the Treasurer's Office. Broker selection must follow the County's Investment Policy with an approved broker list reviewed by the County. The County is expanding its investment portfolio from utilizing pools to a more diversified strategy to maximize income. Respondents must obtain a UEI registration and provide confirmation of active status, though applicants unable to complete registration before submission may provide the confirmation email and application confirmation as an alternative. Treasurer reports detailing all accounts are available online. Respondents should review the County's current investment process, benchmarks, and asset allocation targets as part of their proposal development.

Questions & Answers

Questions:

1. Why is the search being conducted at this time?

• The County Treasurer is wanting to expand the County Investment portfolio.

2. Who is the current investment advisor for the portfolio?

• The County Treasurer

3. Are they welcome to rebid?

• N/A

4. According to the 2025 ACFR, the county had approximately $250 million in cash and cash equivalents in various pools and the bank. Given that larger dollar amount, how did the County arrive at an investable portfolio of $80 million? Are those dollars undesignated, non-reserved type balances, or is that an amount the County identified based on its own risk tolerances?

• The current portfolio tolerances were set by the prior administration. Upon selection the Treasurer and the investment advisor will go thru the dollar designation to come to accommodate portfolio growth.

• During certain periods in the year, capital project fund investments liquidity becomes a priority pending cash flow requirements. Total Capital Project Funds estimated at $350M for 10/1/2027.

5. The RFP references an investment portfolio estimated at $80 million. Please identify the fund or combination of funds included in this estimate. As this would change strategy.

• General Fund - $35 million

• Special Revenue Funds – $5 million

• Internal Service Funds - $5 million

• Debt Service Funds – $5 million

• Capital Project Funds - $30 million

• During certain periods in the year, these balances may increase pending cash flow requirements for capital project funds. Total Capital Project Funds estimated at $350M.

6. The RFP mentions non-discretionary management. Would Discretionary management be an option?

• Not at this time.

7. Will the investment advisor’s monthly reporting responsibilities be limited to investments managed, advised upon, or facilitated by the advisor? Ex. Only $80 million ?

• The monthly report from the awarded advisor, would be only on the funds and investments that they are directly managing or facilitating. If there is an additional hourly rate or cost to include the County managed investments, you can list what that cost would be on Attachment A.

8. Alternatively, will the advisor be expected to prepare the County’s complete monthly investment report, including all fund balances and investments held in depository accounts, certificates of deposit, investment pools, and other accounts not directly managed or facilitated by the advisor?

• See question 7

• Yes, the monthly report will be prepared in coordination with the Treasurer’s Office.

9. If a respondent proposes an annual flat fee and additional County funds or assets are subsequently placed under the investment advisor’s services, should the same proposed fee apply? Alternatively, should respondents specify how the annual fee would adjust as the portfolio size, number of funds, or reporting responsibilities increase?

• Yes, currently the RFP is for the investment of $80,000,000.00. The respondent should include what the proposed increase (sliding scale) would be if the total investment amount should increase.

10. Will the selected investment advisor be permitted to solicit bids and execute transactions through the advisor’s own approved broker/dealer relationships, subject to applicable law and the County’s Investment Policy? Or must all brokers and financial institutions utilized by the advisor be included on a list previously approved by Hays County?

• N/A, see question 2

• Broker selection should follow the County Investment Policy where a list of your brokers is approved by the County.

11. Is the County currently working with an Advisor, or is the portfolio managed internally?

• See question 2

12. Why has the County chosen to issue an RFP at this time?

• See question 1

13. What is the County's current process to guide investment decisions? Does the County utilize a benchmark and/or asset allocation targets, and if so, what are they?

• At this time our County has utilized Pools. The purpose of this RFP is to help expand our investments portfolio to maximize our income.

14. Can the County please provide a recent holdings statement of investment assets?

• All treasurer’s reports are available online. The reports detail all accounts.

15. My question involves Section D, System for Award Management. I have obtained a UEI, and have started the registration process. I am not confident that the registration process will be completed in time to submit a printout of the Entity Registration page showing that our firm is in active status and is not expired. Will this omission cause our response to be rejected?

• Provide the confirmation email of your UEI number and confirmation of your application.
