About this opportunity
Texas Tech University is requesting proposals for maintenance and repair staff augmentation services under RFP 2026-1191, with proposals due July 31, 2026 at 2:00 PM Central and written questions due July 21, 2026 at 5:00 PM Central. The contract must be executed through the VetHUB program, a Texas state contracting vehicle that filters eligible proposers.
The scope covers skilled, semi-skilled, and trade-specific personnel across nineteen trade categories—electrical, plumbing, HVAC, welding, masonry, painting, grounds maintenance, demolition, roadwork, facility maintenance, drywall, construction, glass work, flooring, boiler/chiller services, site preparation, and custodial services. Personnel may be assigned to routine maintenance, emergency repairs, renovation projects, preventative maintenance, and large-scale construction, ranging from short-term to long-term placements on an as-needed basis. Mandatory requirements include providing qualified personnel meeting TTU standards; replacing unsatisfactory staff within eight hours of notification; maintaining 24/7 emergency contact; conducting background checks and drug testing; ensuring personnel maintain required certifications and licenses; providing uniforms and identification; furnishing appropriate tools and equipment; and complying with OSHA and TTU safety regulations. Proposers must carry workers' compensation, commercial general liability, and automobile liability insurance, and submit three references, verification of all necessary licenses, and a signed affirmation and conflict of interest statement.
The initial contract term is four years from last signature, with automatic renewal possible for up to four additional one-year renewal terms unless either party provides sixty days' written notice of non-renewal. Pricing must remain firm for the initial twelve months following execution; annual increases may not exceed three percent thereafter. Proposers may submit value-added financial commitments such as signing bonuses, scholarships, sponsorships, or rebates.
Evaluation weights 40 percent on financial value, 35 percent on demonstrated ability and past performance, 15 percent on value-added options, and 10 percent on quality assurance plans. Award recommendation is anticipated in September 2026. The contract is non-exclusive; TTU may engage multiple proposers for similar services.
