About this opportunity
Clackamas County is issuing RFP 2026-06 for traffic engineering and management services to support the Clackamas County Regional ATC Controller & Signal Optimization project. The procurement involves converting traffic signal timing from legacy systems (NWS Voyage and Wapiti) to Q-Free/Intelight Maxtime operating on Advanced Traffic Controllers (ATCs) for approximately 81 traffic signal intersections across Clackamas County and six partner jurisdictions (Lake Oswego, Oregon City, Wilsonville, Milwaukie, Gladstone, and West Linn). The selected consultant will provide signal timing conversions, optimizations, training, and related engineering support services. Proposers must be Oregon-registered professional engineers with at least one Oregon Registered Civil Engineer in active status designated as responsible for the engineering services and must self-perform at least 51 percent of contract services without subconsultant assistance. Professional liability insurance of at least $1,000,000 per claim is required. Proposals are due electronically through BidLocker by March 5, 2026, at 2:00 PM PST, limited to seven pages excluding the cover sheet and required forms with a minimum 12-point font, with proposer questions and protests due seven calendar days prior. The evaluation period and intent to award notice are estimated for March 2026, with contract negotiations anticipated in April 2026 and an estimated contract start date of May 2026 with project completion by August 2026.
No disadvantaged business enterprise (DBE) participation goals have been assigned to this contract, and no set-asides or restrictions limiting eligible organization types have been identified. The project is federally funded through Metro's Transportation System Management and Operations program with a Clackamas County match using County Road Funds. The estimated contract value ranges from $200,000 to $300,000, with compensation to be determined through negotiation and potentially utilizing cost-plus fixed-fee, time and materials, fixed price per deliverable, or fixed price per milestone compensation methods. The conversion from legacy traffic signal systems to the Q-Free/Intelight Maxtime platform represents the primary integration requirement, as the new system must interface with the existing infrastructure across the identified intersections. One consultant will be selected for contract award. Interested proposers should direct questions to Tralee Whitley at twhitley@clackamas.us or 503-742-5446.
