About this opportunity
Covered California is requesting proposals for enterprise strategic planning services under RFP 2026-04, with proposals due August 13, 2026 at 4:00 PM PST and questions due July 23, 2026. Small Business and Disabled Veteran Business Enterprise preferences of up to five percent are available.
The scope requires development of a three- to five-year Enterprise Strategic Plan featuring two to five cross-divisional strategic goals supported by measurable Objectives and Key Results (OKRs) and Key Performance Indicators (KPIs), a phased implementation roadmap, strategic budgeting alignment framework, annual business planning tools and templates, executive summary and board-ready materials, leadership training modules, and organization-wide communications toolkit with change management guidance. All work is performed on-site at Covered California's Sacramento headquarters, 1601 Exposition Boulevard, Sacramento, California 95815. Deliverables must be submitted in editable source file formats and pass SMART audit criteria (Specific, Measurable, Achievable, Relevant, Time-bound); strategic goals require greater than 80 percent stakeholder alignment. The contractor must complete up to two revision rounds per deliverable within the fixed contract price.
The estimated contract value is $1 million, with proposals exceeding this amount deemed non-responsive. The contract term runs from October 15, 2026, to July 1, 2027, with potential extension for up to one additional year, not to exceed two years and nine months total. Work is structured across five sequential phases from October 2026 through July 2027, with effort distributed as Landscape Scan and Diagnostic (10 percent), Strategic Goal Development and Leadership Alignment (30 percent), OKR and KPI Framework and Implementation Roadmap (20 percent), One-Year Business Planning Tools (10 percent), and Communications and Training (30 percent).
Proposers must demonstrate a minimum of three examples of strategic planning engagements for public-sector or nonprofit organizations of comparable scale that produced implementable plans with OKRs, KPIs, and budget linkage, plus documented evidence of plan adoption and operationalization. Healthcare experience and experience supporting mission-driven organizations are required qualifications. Evaluation comprises Phase One administrative responsiveness screening and Phase Two technical scoring across Understanding and Approach (200 points), Corporate Qualifications Summary (50 points), Project Team Qualifications (50 points), Past Projects Completed (100 points), Sample Work Products (100 points), Proposer Interviews (200 points, scheduled for September 10–11, 2026), and Cost Proposal (300 points), totaling 1,000 points. A Notice of Intent to Award is expected in the week of September 14, 2026. Funding is subject to annual budget approval by the Covered California Board of Directors; if full funding becomes unavailable, Covered California may terminate or amend the contract to reflect reduced funding and deliverables.
