About this opportunity
Clackamas County is seeking qualified engineering and related services through a Qualifications-Based Selection (QBS) process for a traffic signal improvement project on SE Sunnyside Road between SE 132nd Avenue and SE 172nd Avenue. The procurement involves preliminary engineering, design acceptance, and final design for upgrading signal controllers and implementing modifications at eight intersections. Specific project deliverables include signal timing enhancements, radar detection at six locations, retroreflective signal backplates, supplemental signal heads, and signal ahead warning signs. Proposers must have at least one Oregon Registered Civil Engineer in active status responsible for engineering services. The Request for Proposals (RFP 2025-90) requires submission by January 20, 2026, at 2:00 PM PST, with proposer questions and RFP protests due no later than seven calendar days prior to the proposal deadline. No pre-proposal conference will be scheduled, and the contract is anticipated to commence in May 2026 and expire June 30, 2027, with a potential Phase Two for construction administration and inspection to be added by amendment.
The project will be funded through Federal Highway Administration's All Roads Transportation Safety Program (ARTS) and Intelligent Transportation Systems (ITS) program, combined with local funding. A Disadvantaged Business Enterprise (DBE) participation goal of "No Goal" has been assigned, indicating minimal restrictions on organizational participation. The contract will be compensated on a Time and Materials basis with a Not-to-Exceed amount to be negotiated, and the selected consultant must self-perform at least 51 percent of the contract value. The estimated cost for architectural and engineering services ranges from $400,000 to $600,000, with an associated construction project estimated at $1.5 million and scheduled for bid-letting in July 2027. The project was prioritized based on Safety Priority Index System (SPIS) rankings, with two intersections identified as SPIS sites due to crash data indicating safety concerns related to turning movements and rear-end collisions. Standard insurance requirements apply, including Professional Liability coverage of not less than $1,000,000 per claim with a $1,000,000 annual aggregate minimum.
