About this opportunity

The Commonwealth of Kentucky's Department for Facilities and Support Services, in partnership with the Kentucky Department of Military Affairs and Madison County, is soliciting design-build proposals (RFP-200-21) for a Solar and Lighting Upgrade Project at the Richmond Armory in Richmond, Kentucky. The procurement seeks comprehensive design and installation of a grid-tied photovoltaic (PV) solar system with a minimum 45 kW AC inverter capacity and 52.65 kW DC array rating, capable of producing a minimum of 42,000 kWh annually, along with LED replacement of existing cold storage interior luminaires with timer switches (25 fixtures in Building 1 and 42 fixtures in Building 2). LED fixtures must require no more than half the wattage of current systems and provide a minimum of 20 foot candles at 3800K-4200K color temperature. The design-builder must be licensed in Kentucky and assumes full responsibility for all permitting, design, construction, and compliance with the Kentucky Building Code and DOD Unified Facilities Criteria; proposals are evaluated on technical qualifications and experience (50 points), Guaranteed Maximum Price (25 points), and GMP per kW AC rating (25 points) for a total of 100 points. A non-mandatory pre-proposal site visit is available by appointment by contacting Will Phillips at 502-607-1301. Proposals are due May 4, 2021, at 2:00 p.m. Eastern Time via electronic submission through MOVEit, with award notification anticipated for May 7, 2021, substantial completion required within 120 calendar days, and final completion within 30 calendar days thereafter, all subject to a one-year warranty from final completion and liquidated damages of $250 per day for delays in substantial completion and $125 per day for delays in final completion.

The procurement does not specify set-aside designations or restrictions on types of organizations eligible to respond in the available documentation. No incumbent vendors or current contractors are identified in the solicitation materials. The project requires integration with the existing Firestone-approved roofing system installed by The Bri-Den Company Inc., and the design-builder must maintain the existing roof warranty through use of Firestone-approved roofing materials; additionally, the project must coordinate with existing Kentucky Utilities electrical service infrastructure and accommodate continuous operation of existing on-site facilities during construction under the supervision of on-site shop manager CW2 Alex Maloney. The maximum not-to-exceed design-build budget is $160,000 for all work including design, permitting, construction, and associated costs, with any proposal exceeding this threshold being disqualified; all responses must be accompanied by a 5% bid bond guaranteeing the respondent's performance and must comply with COVID-19 health protocols including daily temperature checks and face mask requirements for on-site workers.
